A team of researchers, including scientists from Woods Hole Oceanographic Institution (WHOI), discovered a massive bloom of phytoplankton beneath ice-covered Arctic waters. Until now, sea ice was thought to block sunlight and limit the growth of microscopic marine plants living under the ice.

The amount of phytoplankton growing in this under-ice bloom was four times greater than the amount found in neighboring ice-free waters. The bloom extended laterally more than 100 kilometers (62 miles) underneath the ice pack, where ocean and ice physics combined to create a phenomenon that scientists had never seen before.

The study, published June 8 in the journal Science, concluded that ice melting in summer forms pools of water that act like transient skylights and magnifying lenses. These pools focused sunlight through the ice and into waters above the continental shelf north of Alaska, where currents steer nutrient-rich deep waters up toward the surface. Phytoplankton under the ice were primed to take advantage of this narrow window of light and nutrients.

"Way more production is happening under the ice than we previously thought, in a manner that's very different than we expected," said WHOI biologist Sam Laney, who was part of the multi-institutional team led by Kevin Arrigo of Stanford University.

Just as a rainstorm in the desert can cause the landscape to explode with wildflowers, this research shows that events like pooling melt water can happen on very short timescales in the Arctic yet have major effects on the ecosystem.

"If you don't catch these ephemeral events, you're missing a big part of the picture," Laney said.

The unexpected discovery occurred during a 2011 expedition aboard the U.S. Coast Guard icebreaker Healy. It was part of the NASA-funded ICESCAPE program to investigate the impact of climate change in the polar Chukchi and Beaufort seas.

The scientists found themselves in the right place at the right time in early July of 2011, as the Healy made its way above the Arctic Circle and into year-old ice. Atop the meter-thick ice, pools of sky-blue melt water were accumulating as the Arctic summer progressed.

Researchers expected that, as in years past, the waters beneath the ice would have minimal amounts of chlorophyllthe fluorescing hallmark of photosynthetic marine plants. Instead, they observed the opposite. As the ship broke further into the ice, chlorophyll in the dark waters below shot up to levels rarely observed even in the most productive ocean regions. It became evident that there was a phytoplankton bloom of astonishing magnitude happening under the ice. Optical measurements showed that four times as much light penetrated ice covered by meltwater ponds than ice covered by snow.

"Although the under-ice light field was less intense than in ice-free waters, it was sufficient to support the blooms of under-ice phytoplankton, which grew twice as fast at low light as their open ocean counterparts," the study notes.

The ship conducted transects into the ice pack to determine how far and deep the bloom extended. Measurements of biomass showed the largest part of the bloom occurred far away from the open ocean, under thick ice and close to water upwelling at the continental shelf break, where the shallow coastal shelf plunges steeply into deeper water.

Another member of the ICESCAPE team, WHOI physical oceanographer Bob Pickart showed that easterly winds churned out by monster storm systems along the Aleutian Islands can reverse the current along the shelf break. The change in circulation drives cold, nutrient-rich water up from the abyss and refreshes the supply of nutrients available to phytoplankton growing near the surface.

"Without a doubt the bloom was enhanced at the shelf break," Pickart said.

As the melt pools introduced light through the ice, phytoplankton in shelf break waters likely experienced something akin to an all-you-can-eat buffet.

What types of organisms participated in the bloom? Laney caught them on camera with an instrument he had brought to seathe Imaging FlowCytobot, an automated microscopic imaging system invented at WHOI and built by Laney and co-developer Dr. Rob Olson.

Since their return, Laney and MIT/WHOI Joint Program graduate student Emily Brownlee have been working with the Imaging FlowCytobot's other co-developer and ICESCAPE team member, WHOI biologist Heidi Sosik, to sort through and classify organisms in the millions of images collected by the instrument and unravel intricacies of the under-ice bloom. The images showed that the bloom was not caused by fallout from algae growing on the ice, but rather it contained different organisms that seized the confluence of currents, light, and nutrients.

The Imaging FlowCytobot offers tantalizing insights into the microbial dynamics and food web of this dramatic Arctic algal boom. For example, the images consistently showed some phytoplankton in the bloom in a half-munched state, offering clues to the planktonic grazers that might be eating them.

Discovering the under-ice bloom "was very serendipitous," Pickart said, but the difficulty of exploring the harsh, remote region also leaves it wide open for surprises.

BATUMI, Georgia (AP) ? The United States announced Tuesday new military assistance to Georgia, and expressed solidarity with the former Soviet republic's hopes of regaining the breakaway regions of South Ossetia and Abkhazia.

Secretary of State Hillary Rodham Clinton said the aid, already covered under a $16.6 million aid package, involves radar training for coastal and aerial defense, the upgrading of Georgia's helicopter fleet so it can better ferry troops and supplies, and officer training to improve its ability to defend itself and operate in NATO missions.

America's top diplomat also gathered with opposition figures and urged Georgia to strengthen its democracy and rule of law. But she didn't meet with the opposition's billionaire businessman Bidzina Ivanishvili, who told The Associated Press in a telephone interview that he wouldn't see Clinton alongside Georgian President Mikhail Saakashvili's "agents."

Clinton praised Georgia for being the largest non-NATO contributor to the international mission in Afghanistan, and said modernizing Georgia's defenses was a "shared priority."

"With these efforts, Georgia will be a stronger international partner with an improved capacity for self-defense," she said at a news conference alongside Saakashvili.

But central to the day's agenda were South Ossetia and Abkhazia. The two territories declared independence after Russia routed Georgia in a five-day war in 2008, though few nations recognize them. Russian forces protect them.

"We reject Russia's occupation and militarization of Georgia's territory," Clinton said after meeting with top Georgian officials. Russian forces must withdraw to pre-conflict conditions, she added, and allow humanitarian monitors into the provinces.

President Barack Obama and Saakashvili outlined future military aid in January, when the Georgian leader visited Washington.

Clinton also announced an initiative involving identity cards for residents of South Ossetia and Abkhazia, so they can travel to the United States easier. She inaugurated a Georgian coast guard vessel refurbished with U.S. financial assistance.

But one issue she didn't take on directly was Saakashvili's own future, even as she called Georgia's parliamentary elections this October and vote for a new president next year a "crucial indicator" of the nation's democratic progress.

"The single best thing Georgia can do to advance your security, your prosperity, your democracy, your international reputation is to hold free and fair relations that result in a fully democratic transition," she said.

Saakashvili will complete his second term in a year. But critics fear he'll then use constitutional reforms to pull strings from offstage, as Russian President Vladimir Putin did during his four-year term as prime minister.

Seeking to steer his country toward joining the European Union and NATO, the Columbia University-educated Saakashvili has been lauded for economic and anti-corruption advances, even as opponents accuse him of stifling media freedom and sidelining opposition. He denies any efforts to subvert Georgia's democratic advances.

"These elections will express the free will of the Georgian people," Saakashvili said. He said he would invite as many observers as possible, to make the votes "as transparent, as fair, as trustworthy as possible." But he refused to rule out a future role as prime minister.

Clinton met with leaders of several parties hoping for success in October's parliamentary elections. But Ivanishvili, a fierce critic of Saakashvili who made a fortune in banking and retail businesses in Russia, refused to join the panel, accusing two party leaders of being part of a pseudo-opposition while actually being allied with the Georgian leader.

"I didn't want to be there with Saakashvili's agents," Ivanishvili told the AP. He spoke some English, but relied primarily on an interpreter. He said he hoped to become prime minister this autumn, and that he'd aim to strengthen Georgia's partnership with Washington while also repairing relations with Moscow.

Saakashvili has accused his rival of being a Kremlin stooge.

But Ivanishvili said under him, his country would avoid "Saakashvili's mistakes" ? referring to the 2008 war and continued frost in Georgian-Russian relations. He said Georgia can win back South Ossetia and Abkhazia's allegiance through economic progress and stability.

Bradley?s last fight was against 40-year-old Joel Casamayor. He
predictably scored a TKO in the eighth round. The fact of the matter is,
he may be an impressive boxer, but he?s outmatched in virtually every
category against Pacquiao.

Pacquiao is faster, stronger and is a one-of-a-kind boxer. Boxers
like Pacquiao come around once in a blue moon. His combinations will
prove to overwhelm Bradley down the stretch. It may not be the match of the century that so many wanted from Manny
Pacquiao, but we?re still in for a treat in his upcoming bout with Tim
Bradley.

Bradley is the junior welterweight champion, and despite many tabbing
this as an easy win for Pacquiao, Bradley won?t go down easy.

Credit cards: Top 5 cards for grads

Credit cards for high school and college graduates offer cash back and, most importantly, no annual fee. If you're not sure you qualify for regular credit cards, there's an option for you, too.

By Odysseas Papadimitriou,?Guest blogger / June 2, 2012

Robyn Wyckoff smiles at her family and friends attending her graduation from the University of Tennessee Health Science Center last month in Memphis, Tenn. Graduates applying for credit cards should look for one with no annual fee.

As high school and college seniors around the country don caps and gowns, something aside from a diploma is waiting for them: increased financial independence. Whether they plan to enter the workforce or pursue a more advanced degree, soon-to-be grads will be responsible for more of their own expenses. In other words, it?s time to get that first credit card.

Convenience, rewards, and low interest rates factor into this recommendation, but credit-building should be their main objective. Graduates? credit standing influences not only their loan and credit card terms, but also their insurance premiums, ability to lease a car or an apartment, and even their likelihood of getting hired in certain fields.

A credit card, if used correctly, essentially serves as a fast pass to a higher credit score. Every month, usage information is relayed to your major credit reports (Experian, Equifax, and TransUnion), and if this information reflects on-time payments and low credit utilization, your credit score will rise.

Not every credit card is suitable for young adults. Getting a credit card with no annual fee should be a college or high school grad?s top priority for two reasons: 1) Budgets are typically tight at this stage in life and 2) the rewards and interest rates available won?t justify paying a premium. One last thing before we get to the cards: If you?re under 21, in order to comply with the CARD Act you?ll either need a cosigner or sufficient independent income/assets to make at least monthly minimum credit-card payments.

We compared more than 1,000 credit cards and identified the following five offers as being the best for grads this spring:

  • Discover Open Road Card for Students: Gives you 2 percent cash back on your first $250 in combined gas and restaurant purchases each month, 1 percent cash back on everything else with no spending limit, and 0 percent on new purchases for nine months. It does not charge an annual fee.
  • Citi Dividend Platinum Select MasterCard for College Students: For the first six months, this card gives you 5 percent cash back on utilities as well as purchases made at supermarkets, gas stations, drug stores, and convenience stores. Thereafter, you get 2 percent cash back on rotating spending categories and 1 percent on everything else. It also offers 0 percent on new purchases for seven months and does not charge an annual fee.
  • Journey Student Rewards from Capital One: Offers 1.25 percent cash back when you pay your bill on time and does not charge an annual fee.
  • Capital One Cash Rewards for Newcomers: Provides 2 percent cash back on travel purchases as well as 1 percent on everything else and does not charge an annual fee.
  • Orchard Bank Secured MasterCard: While this card offers neither rewards nor a low introductory interest rate, it is an option for graduates who want to make sure they'll be approved for a card. The card requires a refundable security deposit. The fact that this deposit serves as the card?s credit line also means graduates can increase their available credit at will and build credit faster. The Orchard Bank Card has one of the lowest fee structures on the secured credit card market, charging no annual fee during the first year and $35 thereafter.

In deciding which offer to apply for, keep in mind that as long as you have a valid college e-mail address, you should be able to get a student credit card. That?s obviously a good thing, considering the superior terms offered by the student-branded cards listed above. The particular offer you choose depends on which has the rewards that best match your spending habits and whether you have any upcoming big-ticket purchases that warrant a 0 percent introductory interest rate.

If you don?t have a college e-mail address, your choice is between the Orchard Bank Secured Card and the Capital One Cash Rewards for Newcomers. The latter is obviously more attractive, but if you are worried about getting approved because of existing student loans or a limited income, the Orchard Bank card is a much safer bet. It also prevents overspending given that your credit line mirrors the refundable security deposit you place in opening the card.

No matter which card you choose, make sure to use it responsibly. This enables you to move into the next stage of your life assured that you?re setting yourself up for a solid financial future.

(AP) ? Cuban President Raul Castro turns 81 on Sunday, another reminder to his countrymen and to the exiles who hate him that time is catching up with the island's aging revolutionaries.

But even with the actuarial inevitabilities looming, there is no indication that Cuba's leadership is moving quickly to prepare any younger possible successors to assume the mantle of Marxism under which the island has been guided for more than a half-century.

Even Castro's April 2011 proposal to impose term limits on everyone in government including himself has yet to be enacted. His retired older brother Fidel is 85. His two top deputies are 81 and 80.

"Time and again they've postponed elevating figures from the next generation to the top levels of leadership," said Philip Peters, a Cuba analyst at the Virginia-based Lexington Institute. "It creates some uncertainty."

Discussion of the Castros' eventual demise crops up year after year in a testament to their staying power. But the march of time has been particularly hard on the brothers recently.

The Castros' oldest sister, Angela, died in February at age 88 following a long illness. In September, the president lost a confidant in Gen. Julio Casas Regueiro, his longtime ally and successor as defense minister.

"Casas' death I think took his breath away, because Casas died instantly and Casas really was his right hand," said Ann Louise Bardach, a Cuba expert and author of "Without Fidel: A Death Foretold in Miami, Havana and Washington."

"He had a heart attack and was gone, and at (75) he was their young spring chicken," Bardach said.

Analysts say Castro has peppered top provincial positions and his Cabinet with new faces, including women and Afro-Cubans, some of them in their 50s.

People such as economic reform czar Marino Murillo, Cabinet Vice President Miguel Diaz-Canel and Havana Communist Party boss Mercedes Lopez Acea wield considerable influence in their posts, but none is an obvious heir-apparent.

Castro is believed to be in good health, with no sign of serious physical infirmity. When Pope Benedict XVI visited the island in March and met with both brothers, Raul seemed by far the most spry and energetic of the three octogenarians.

Castro doesn't appear to have the same drive to push himself physically as did Fidel, who often spoke for hours under the punishing tropical sun before a nearly fatal illness forced him from office in 2006. The younger brother seems happy to let lieutenants handle speechmaking on revolutionary anniversaries and appears reluctant to travel more than absolutely necessary.

But the president still carries a heavy load for a man 15 years beyond Cuba's official retirement age, pushing his country to adopt free-market reforms that even he describes as the last chance to save the island's socialist economy. With Fidel looking his years, and Cuba's top patron, Venezuelan President Hugo Chavez, battling cancer, Raul's health is especially crucial to the country's future.

"Raul Castro is a military man, and like a good military man you expect him to prepare for the time that he leaves his post," said Peters. "He has started a process of fixing the economy that has made it a lot easier for the next generation to carry on ... but on the other front of choosing political leadership, it's not at all clear what's been done or how it's supposed to work."

As with everything involving Cuba and the Castros, opinions vary widely. Many older island residents still voice support for the men, while some younger people vent their frustration.

"I hope Raul lives for another 81 years," said Esteban Gonzalez, a 71-year-old retiree in Havana. "With Raul, the country is on the right track for development."

"There has been a lost generation, and not just one but several," said Marta, a 45-year-old cafeteria worker who declined to give her last name for fear that openly criticizing the government could get her in trouble. "Fifty years have gone by with them always telling us that everything was temporary. Well, for how long?"

In Miami, where many exiles have grown old waiting for a change in leadership on their homeland, the birthday marks another year of disappointment.

"The Castro experiment has lasted half a century but it is exhausted," said Huber Matos, who fought in the revolution but broke with the Castros over their embrace of Marxism and served 20 years in prison as a result. "The Castro leaders are old," said Matos, who himself is 93. " ... In a not too distant time, this is going to end."

TheRightWriter Creative Stuff: Why Writers Succeed...

This week, I ran across Kristen Lamb?s Blog (http://warriorwriters.wordpress.com/2011/10/28/are-successful-writers-just-lucky/). With deep thanks for her inspiring word?s, the following quotation from her article, Are Successful Writers Just Lucky is listed below:

Anyone?crazy enough to write 60-100,000 words doesn?t attempt such an endeavor on a whim. Most of us, at least in the back of our minds, envision being the writer?who beats the odds. We want to make it to the top. As we head into National Novel Writing Month, it might be a good idea to look at the real chance we stand at being successful. What are the odds?.really?

I didn?t even consider becoming a writer until 1999 after my father passed away suddenly. Funny how death can make us take a hard look at life, right? Anyway, I recall feeling soooo overwhelmed. I mean my odds of even getting published were about as good as winning the lottery. And the odds of becoming a best-selling author? Well, mathematically speaking, I had a slightly greater chance of being mauled by a black bear and polar bear on the same day.

It was all I could do not to give up before I began.

But, after almost 12 years doing this ?writer thing,? I have a new perspective. Often it feels like we are the victims of fate, at the mercy of the universe, when actually it is pretty shocking how much of our own destiny we control. The good news is that if we can get in a habit of making good choices, it is staggering how?certain habits?can tip the odds of success in our favor. I have talked about this before, but it is always helpful to get an attitude check. This job is tough, and there is very little validation along the way. We have to keep our head in the game, or we will give up.

Time to take a REAL look at our odds of success. Just so you know, this is highly unscientific, but I still think it will paint a pretty accurate picture. I will show you a bit of my own journey. It has been statistically?demonstrated that only 5% of any population is capable of sustained change. Thus, with that in mind?

When we start out wanting to write, we are up against presumably millions of other people who want the same dream. We very literally have better odds of being elected to Congress than hitting the NY Times best-selling list. But I think that statement is biased and doesn?t take into account the choices we make.

As I just said, in the beginning, we are up against presumably millions of others who desire to write. Yes, millions. It is estimated that over ? of Americans say that they would one day like to write a book. That?s a LOT of people. Ah, but how many do? How many decide to look beyond that day job? How many dare to take that next step?

Statistically? 5%

So only 5% of the millions of people who desire to write will ever even take the notion seriously. This brings us to the hundreds of thousands. But of the hundreds of thousands, how many who start writing a book will actually FINISH a book? How many will be able to take their dream seriously enough to lay boundaries for friends and family and hold themselves to a self-imposed deadline?

Statistically? 5%

Okay, well now we are down to the tens of thousands. Looking a bit better. But, finishing a book isn?t all that is required. We have to be able to write a book that is publishable and meets industry standards. When I first started writing, I thought that everyone who attended a writing critique group would be published. I mean they were saying they wanted to be best-selling authors.

But did they? Or, were they more in love with the idea of being a best-selling author than actually doing whatever it took to succeed? I would love to say that I was a doer and not a talker, but I don?t want to get hit by lightning. There were a number of years that I grew very comfortable with being in a writing group as a writer?but not necessarily a professional writer. I was still querying the same book that had been rejected time and time and time again. ?I wrote when I felt inspired and didn?t approach my craft like a professional. I was, at best, a hobbyist and, at worst, hopelessly delusional.

I didn?t need craft books *snort* I knew how to write. Geesh! b

I was a member of two writing groups, and had grown very fond of this ?writer life.? We hung out at I-Hop and drank lots of coffee. We?d all chat about what we?d do with our millions once we were bigger than Dan Brown. We talked about new ideas for books that never seemed to get written. Or if we ever did sit to write one of these ideas, we would get about 30,000 words in and then hit a wall.

Hmmm?and I thought that idea had so much promise.

Yet, after four years hearing the same talk from the same people shopping the same novels, I had a rude awakening. Maybe I didn?t know as much as I thought I knew. Maybe being a copy writer and technical writer and editor didn?t automatically make me a novel-writing genius. Maybe I needed to take this dream of being a best-selling writer a tad more seriously and not rely on bluster, BS and glitter. Maybe I needed to read craft books and scrape up enough money to go to a conference.

So, of the tens of thousands of writers who write a novel, how many read craft books and get serious enough to attend conferences?

You guys are good?.5%...

Money markets are safe with the least of the risks and interest earned. Bonds earn more interest but tend to fluctuate. Balanced funds generally refer to an equal investment in both bonds and stock and while stock funds are riskier, they also have higher returns than the rest of them.

How you can invest your 401k wisely? In most circumstances, diversification is the key stand out feature. Balanced funds tend to have a 60% ? 40% distribution between stock and bonds respectively. This is because stocks give the investment a growth element while bonds give it stability. A more conservative approach would be to distribute it evenly across all four categories and then periodically redistribute and reallocate the amounts depending on the performance of each category at the time. In some other instances, the company does offer individuals the opportunity to invest their contribution plans by company stocks and shares. This, though a good chance, the investment should not be more than 10% of your 401k. Investing properly will assure you of financial security.

Haunted

But on top of seeming divisive, exclusionary, and self-righteous (so the lifelong bonds of childless people are chopped liver?), this vision of parental love as a kind of upgrade of regular love strikes me as inaccurate. In my experience and that of most people I know, the parent-child dynamic, for all its unique rewards and pleasures, is as ambivalent and conflicted as any other relationship in our lives. By moments we may feel infinite, selfless compassion for our children. (Look in on them when they?re sleeping?works like a charm.) But in everyday life we relate to them mostly as the same flawed, selfish, bumbling schmoes we?ve always been. I genuinely hope it?s a myth that becoming a parent somehow admits one to a society of kinder, more spiritually advanced beings, because if such a club exists, neither I nor anyone I know has even seen the door.

NHL star Nicklas Lidstrom retires after 20 seasons

(AP) ? Defenseman Nicklas Lidstrom retired Thursday after 20 seasons with the Detroit Red Wings, ending one of the best careers in NHL history.

The four-time Stanley Cup champion and seven-time Norris Trophy winner fought back tears as he made the announcement.

"My drive and motivation are not where to need to be to play at this level," Lidstrom said.

The 42-year-old Lidstrom, a Swede, played for the Red Wings in each of his 20 seasons and set an NHL record by playing 1,564 games with one team. He put retirement on hold in each of the previous two years by signing one-year contracts.

"I've been dreading this day since I became manager in 1997," Red Wings general manager Ken Holland said.

Lidstrom had 34 points and a plus-21 rating that ranked among the league leaders last season. He missed a career-high 11 games with a bruised right ankle and was out for another game with the flu. He had 264 career goals with 1,142 points and a 450-plus rating.

"Retiring today allows me to walk away with pride, rather than have the game walk away from me," said Lidstrom, whose oldest of four sons moved to Sweden two years ago to attend school and play hockey.

Lidstrom was named the NHL's best defenseman last year for a seventh time, matching Doug Harvey's total and trailing Bobby Orr's record by one. When Lidstrom won his final Norris Trophy last summer, he was a finalist for the 11th time in 13 seasons.

The four-time Olympian also scored the gold-medal winning goal for Sweden over Finland in 2006. He became the first European-born captain to win a Stanley Cup in 2008, six years after being the first from Europe to win the Conn Smythe Trophy as playoffs MVP.

His 6-foot-2, 190-pound body is chiseled thanks to a year-round workout that includes exercise before practice and after games along with a sensible diet that includes only occasional slices of pizza and fast food. Lidstrom's teammates call him "The Perfect Human," in part because he's as humble as he is successful on the ice.

"It's one of the most emotional days in Red Wings history with Nick retiring and all you people showing your respect for such a high-quality individual," Red Wings owner Mike Ilitch said at a packed news conference that included a slew of team employees wearing Lidstrom's No. 5 red jersey with a winged wheel.

BP puts giant Russian joint venture up for sale

LONDON (Reuters) - BP put its half-share of its huge Russian joint venture up for sale on Friday, a bold step that would abandon nearly a third of BP's output, cut it loose from hostile partners and let the Russian state tighten its grip on the world's biggest oil industry.

A sale of its half stake in TNK-BP could raise around $30 billion for BP, which would help to fund the ongoing cost of cleaning up the 2010 Gulf of Mexico oil spill and allow it to invest in higher growth deals.

It also signals a reorganization of the oil industry in Russia, the world's top producer, where Vladimir Putin returned to the presidency this year with stern views about foreign firms holding strategic assets.

TNK-BP is Russia's third largest oil producer, and BP's stake represents one of the biggest foreign investments ever made in the country. It has earned BP huge profits but has long been plagued by acrimonious legal battles between BP and its Russian partners, the AAR consortium of billionaires.

For BP, selling out would mean giving up annual dividends which hit $3.7 billion last year and losing around 30 percent of its oil and gas production, but it would free it to explore higher-growth ventures elsewhere.

The London-based group said it had received "unsolicited approaches" but declined to name its suitors.

Given the Kremlin's desire to exert influence over the oil sector, analysts and bankers immediately identified state-backed players, and especially Rosneft, as the most likely buyers.

"We believe that the eventual buyer will have to be Russia - a 2 million barrels per day company (1 million barrels per day net to BP) is just too strategic for Russia to let fall into foreign hands," said Oswald Clint, oil analyst at Bernstein.

Last week, powerful former deputy prime minister Igor Sechin was appointed chief executive of Rosneft with - a source close to the group said - a goal to transform the company into a national champion capable of competing on a global scale.

AAR and Rosneft declined comment.

Analysts welcomed the potential sale and shares in BP traded up 2.3 percent at 404 pence at 5:16 a.m. EDT (0916 GMT).

"BP should exit and reinvest in more profitable areas with less political risk, if it can achieve something close to fair value for the stake," Iain Reid, oil Analyst at Jefferies, said.

BP had previously said TNK-BP was a core asset. The proposed sale is an admission that attempts to reach an accommodation with AAR had failed.

"We've worked hard to come up with a solution but haven't been able to do so," a source close to the situation said.

LUCRATIVE HEADACHE

BP and AAR have had disputes almost since the creation of TNK-BP in 2003. In 2008, BP Chief Executive Bob Dudley, then CEO of TNK-BP, was forced to flee Russia under what he described as a campaign of harassment from AAR.

Last year, tension flared after BP signed an Arctic exploration deal with Rosneft. An arbitrator later ruled that deal was in contravention of the TNK-BP shareholder agreement, under which the British firm was barred from dealings in Russia outside the joint venture.

BP offered to buy AAR out for around $32 billion, with a plan to subsequently sell the stake on to Rosneft, to settle the spat, BP sources said at the time. But the deal fell apart and AAR initiated legal proceedings against BP.

On Monday, one of the AAR billionaires, Mikhail Fridman, resigned as chief executive of TNK-BP, citing a breakdown in relations with BP and reigniting the debate around TNK-BP's future.

BP sources said they believed the resignation was a tactic to force BP to buy out AAR's stake in the venture, and in a newspaper interview published on Thursday, Fridman said he would consider a sale.

Previously, AAR has mooted buying out BP and sources close to AAR have said they would be prepared to pay $25 billion for the stake.

Valery Nesterov, oil analyst at Troika Dialog, estimated the value of BP's 50 percent stake in TNK-BP at "at least $30 billion", while Denis Borisov, oil analyst at Nomos Bank said a price of around $25 billion was more likely.

BP invested almost $8 billion in cash, shares and assets to form TNK-BP with AAR in 2003 to expand into Russia, one of the few major resource-holders where foreign oil companies could invest at the time.

It has yielded BP $19 billion in dividends in total - on average around 10 percent of BP's annual profits - in spite of high Russian taxes on oil production.

FEW BIDDERS

Although BP said it received more than one approach, analysts saw few serious private sector bidders for the stake, even if the Kremlin permitted them, which is uncertain.

The foreign players which could afford to pay around $30 billion - Exxon Mobil, Royal Dutch Shell Plc and Chevron - are unlikely to want to partner with wily local players like Fridman, and TNK-BP's low growth prospects limit its appeal.

Shortly after the venture was formed, Russia became more hostile to foreign and private-sector investment. The Kremlin's preference to reserve larger fields for state-controlled groups has limited TNK-BP's ability to expand.

In recent years, Western oil companies have begun to team up with state-backed players like Rosneft and Gazprom to develop major new fields - often offshore - where growth prospects are greater.

Analysts were also skeptical about the strategic logic of Russian private sector players such as LUKOIL or Surgutneftegaz bidding, even if the Kremlin were to allow it.

However, even state players may have problems bidding. Gas export monopoly Gazprom has big investment obligations and Troika's Nesterov said Rosneft could also struggle to raise the cash needed to buy BP's 50 percent stake.

A sale of the stake would free BP up to expand in Russia without the constraints imposed by the TNK-BP shareholders' agreement, potentially signing major exploration deals of the sort it attempted to cut with Rosneft last year.

The strategy of churning low-growth assets to reinject cash into more prospective ventures is one that Dudley has espoused to investors since being appointed in the wake of the oil spill.
