Policy On High-Risk Biological Research Tightened

The Obama administration has announced a new policy to handle the risks posed by legitimate biological research that could, in the wrong hands, threaten the public.

The move comes in response to a huge debate over recent experiments on bird flu virus that got funding from the National Institutes of Health. Critics say the work created mutant viruses that could potentially be dangerous for people, or give terrorists a road map for making a bioweapon.

A committee that advises the government, the National Science Advisory Board for Biosecurity (NSABB), is again meeting Friday to discuss those flu studies. Late last year, it recommended keeping some details secret. But a panel of experts, including flu virologists assembled by the World Health Organization, called for full publication.

The new policy is aimed at preventing this kind of controversy from happening in the future. It covers federally funded research ? both ongoing work and future proposals. And it calls for special reviews of work that involves a list of 15 particularly nasty pathogens and toxins, including highly pathogenic bird flu virus, anthrax and Ebola.

Funding agencies will have to evaluate certain kinds of experiments to see if they pose special risks. The idea is "to really upfront ask the questions: Should they be done? And if so, under what conditions should they be done," explains Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases at the NIH.

If an agency wants to fund an experiment that might yield potentially dangerous information, Fauci says, scientists could be asked to hold back on publishing details in order to receive funding.

Or, in some cases, the work might need to be classified. Fauci notes that the NIH does not do classified studies. "We would have to refer it to an agency that does classified research, because we don't," he says.

He says the NIH has already taken a look at the ongoing projects it has funded and believes very few will need more scrutiny under the new policy.

"We're not talking about a very large number of studies that are going to get looked at again and might be altered," Fauci says. "We are talking about really, really a little bit more than a handful of studies among hundreds of grants."

And so far, he says, it doesn't look like even these raise significant concerns.

The new policy was welcomed by Richard Ebright, a chemistry professor at Rutgers University who has long called for better control of biological research that could be misused.

"My first reaction was that this is an important step forward ? an overdue step, but an important one," Ebright says.

He notes that a high-profile panel of experts recommended that the government set up a comprehensive oversight system back in 2004. "It was widely expected that a policy would be developed and announced perhaps in 2004, perhaps in 2005," Ebright says. "We're seeing it now perhaps six years late."

The policy will apply to government agencies ranging from the NIH to the Department of Agriculture to the Department of Homeland Security, he notes. He thinks this policy could prevent another controversy like the one currently swirling around bird flu experiments ? but only if agencies take real action.

"If the funding agencies propose only public relations or window dressing as risk mitigation," Ebright says, "then we'll have only public relations and window dressing, and more of these problems arising."

Meanwhile, it's still unclear what will happen with the bird flu studies and the fight over how much information to make public.

The NSABB will wrap up its second meeting on this issue Friday and is expected to again offer advice on whether to publish the full details. But its recommendations are not binding on the government, the scientists or science journals.

Ron Fouchier of Erasmus Medical Center in the Netherlands, one of the scientists who did the work, spoke earlier this week on a live webcast of a science show called This Week in Virology.

"Regardless of what the U.S. government and Dutch government say, the authors and the journals are going to have the last vote on the publication issue," Fouchier said.

The Canon Pixma MX892 Wireless Inkjet Office All-in-One ($199.99 direct) is essentially the same printer as the Editors? Choice Canon Pixma MX882 Wireless Inkjet Office All-in-One ($199.99 direct, 4.5 stars), which I reviewed in early 2011, with some added cloud-based printing abilities. This multifunction printer (MFP) has a very solid feature set, starting with its nifty dual-function front panel?its backlit buttons change depending on what function you?re using. The MX892 is a good fit for a home office, particularly if it does shared duty as a household printer, as it prints magnificent photos.

The MX892 prints, copies, scans, and faxes. You can scan to email?it?ll open up your email client and attach a scan to a new message?and send fax either from your PC or the printer?s keypad. It?s a handsome device, glossy black with rounded corners and a beveled, matte-black top, though a little bulky for a home-office inkjet at 8.6 by 19.4 by 17.7 inches (HWD) and 25 pounds.

To the right of the 3-inch color LCD screen is a 4-by-4 grid of fairly large buttons. When the machine is idle the grid is dark, but when you press the Copy, Scan, or Card button to the left of the screen, the backlit buttons light up so a 4-way controller (arrows pointing up, down, left, and right, with an OK button in the middle) appears within the grid. When you press the Fax button, though, the controller is replaced by an alphanumeric keypad.

To the right of the output tray is a port for a USB key or PictBridge-enabled camera. Behind a protective door are slots for a variety of memory-key formats, even the increasingly scarce CompactFlash.

The MX892 has ample paper capacity, between a 150-sheet main cassette and a 150-sheet top feeder. It has an automatic duplexer for printing on both sides of a sheet of paper. It also has a 35-sheet duplexing automatic document feeder (ADF) for easy scanning, copying, or faxing of two-sided documents. For printing, the MX892 uses 5 ink tanks, including both dye-based and pigment-based black.

The MX892 supports printing from Apple mobile devices through AirPrint Another new feature is support for Pixma Cloud Link, which lets you download and print office templates like stationary, check lists, calendars, memos, envelopes and more right to the MFP, without a computer. It also lets you print photos from the online photo album sections of Canon image Gateway and Google Picasa.

The Canon Pixma MX892 offers Ethernet, Wi-Fi, and USB connectivity. I tested it over an Ethernet connection with its driver installed on a PC running Windows Vista.

Speed and Output Quality

Last year when I reviewed the MX882, I noted that its speed was typical of inkjets in its price range. The MX892 printed out the latest version of our business applications suite (as timed by QualityLogic?s hardware and software) at a speed of 2.8 effective pages per minute (ppm), essentially the same as the MX882 (2.9 ppm). However, the competition hasn?t stood still. The HP Officejet Pro 8600 e-All-in- ?($199 direct, 4 stars) printed out the same tests at 5.7 ppm, while the Editors? Choice HP Officejet Pro 8600 Plus e-All-in-One ($299 direct, 4 stars), was timed at a blistering 5.9 ppm. The Epson WorkForce WF-845 ($199 direct, 4 stars) turned in a more mortal 4.2 ppm, which is still 50% faster than the MX892. The MX892 averaged 59 seconds seconds to print out a 4-by-6 photo, a typical speed for an inkjet MFP.

The MX892?s overall output quality was slightly above par, with superior photos and graphics quality typical of an inkjet. Text quality was par for an inkjet MFP. The text is fine for general business use, though I?d hesitate to use it for documents like resumes that are intended to convey an appearance of professionalism.

Photo quality was above average for an inkjet, with the best prints rivaling what you?d get from a professional photo lab. A monochrome photo showed a trace of a tint, but that was the only issue worth mention.

Graphics quality was on a par with the vast majority of MFPs we test. Though colors generally looked realistic, some graphics had a slightly mottled or faded look due to uneven distribution of ink. Many printers have trouble printing out very thin colored lines against a black background in one illustration; with the MX892, the lines were totally invisible. There was also mild banding? a faint pattern of evenly spaced, thin lines about a quarter inch apart?on several graphics. Most graphics showed traces of dithering (graininess).

Other Issues

Canon?s claimed running costs for the MX892 are a relatively high 5.2 cents per monochrome page and 13.4 cents per color page. The HP Officejet Pro 8600 has claimed costs of 1.6 cents per black-and-white page and 7.2 cents per color page, as does the Editors? Choice HP Officejet Pro 8600 Plus. Your savings for monochrome printing for either of these HP printers over the MX892 are about $36 per 1,000 pages and about twice that for color. After about 2,700 black-and white pages, you?d have already made up in ink savings the $100 difference in price between the HP Pro 8600 Plus and the MX892

The Canon Pixma MX892 offers an impressive feature set, and solid output including superior photo quality, at a good price. The addition of AirPrint and Pixma Cloud Link are nice touches, but essentially the MFP is the same beast as the MX882. Their business printing speeds are nearly identical, but in the past year we?ve seen other inkjets such as the HP Officejet 8600 series get substantially faster.

The HP Officejet Pro 8600 e-All-in-One printed out our business test suite in less than half the time as the MX892. Although they have the same sticker price, the Pro 8600 offers substantially lower running costs. The Editors? Choice HP Officejet Pro 8600 Plus e-All-in-One is even faster than the Pro 8600. It costs $100 more than the MX892, but with the HP?s lower running costs, it would make up the price difference in half a year or less, assuming a print volume of 100 pages a week.

And that's why ezine advertising gets results. People read ezines and they'll read your ad. And if you've matched the ezine to the product you're selling, you've reached your target audience.

There are currently around 90,000 ezines being published every month. So whatever you're selling, there's more than likely an ezine that will take your ad straight to the audience you want to reach.

Ezine advertising is not only effective, it's cheap as well.

A 5 line ad in an ezine that goes to 3000 people will cost you between $5 and $20 per issue.

As a general rule, you'll always get back at least the cost of the ad, and usually much more. So there's very little risk.

But there are some tips for successful ezine advertising. Here they are:

1. The first and most important rule is: "Track your Ads!" Say you place an ad in 5 different ezines and get a hundred responses. If you don't track your ads, you won't know which ezines were pulling responses and which weren't.

LONDON (AP) -Manchester City has plenty of additional motivation to beat Sunderland in the Premier League on Saturday.

Victory would put leader Manchester United under pressure, pay Sunderland back for what was only its second Premier League defeat of the season and give one player the pleasure of beating his hometown club.

Sunderland-born England winger Adam Johnson played the entire game at the Stadium of Light in January, so he was on the field to see Ji Dong-won score a last-minute winner in a match City had dominated.

"That defeat was hard to take because we played really well, dominated the match but the ball just wouldn't go in the net for us," Johnson said. "I don't think they had any shots of note during the game and then they nick it right at the death, so that's certainly in the back of our minds going into this game."

With defending champion United not in action until it plays Blackburn on Monday, City can draw level on points at the top of the table if it beats the Black Cats.

"I'm sure they won't be looking forward to coming to our ground," said Johnson, who is close friends with Sunderland midfielder Lee Cattermole. "We've been fantastic on our own patch and we feel we can beat anyone, so we'll be looking to make it 21 Premier League wins in a row against them."

While Johnson is in contention to start, City striker Sergio Aguero is out with a foot injury. Manager Roberto Mancini would not say what the injury was and raised the prospect that it was self-inflicted or sustained in an accident by stating only that it was "stupid."

Aguero's absence could give Carlos Tevez the chance to start a match for the first time since Sept. 10. The Argentina striker has made three substitute appearances since returning from an unsanctioned six-month break.

United's game against Blackburn is the first of four in a row against teams in the bottom six of the Premier League and manager Alex Ferguson said it is crucial his team takes advantage to stay ahead of City until the teams meet on April 30.

"We have a small advantage: it's not a great advantage; it can be changed in one game," Ferguson said. "We just have to take each game as it comes along. It's the only thing we can do."

WASHINGTON, D.C. ? The U.S. Green Building Council (USGBC), in conjunction with The Home Depot, has launched an online green home products database. The database: leed.homedepot.com is a special microsite within www.homedepot.com that features products geared toward green home building, many of which may contribute towards earning LEED points and prerequisites for the LEED for Homes program, making it easier for homeowners and builders to find the products they need.

Currently, more than 2,500 products sold at The Home Depot are listed on the website.

?The LEED green building program helps homeowners measure green home performance across a range of categories, and products play an important role in achieving certification,? said Nate Kredich, vice president of Residential Development at USGBC. ?This database represents just one of the many ways in which The Home Depot is advancing sustainable, efficient and healthy homes by supporting green building and green products.? ?As the world?s largest home improvement retailer, we want to show our customers that building green can be easy and affordable,? said Lindsay Chason, senior manager of Environmental Innovation at The Home Depot. ?We have innovative, environmentally-friendly products that make LEED certification simpler. Now through our partnership with U.S. Green Building Council and their LEED for Homes program, we are simplifying the process of bringing healthier, greener homes to reality.?

The green housing market is growing rapidly, having tripled since 2008. Green homes, which comprised 17% of new residential construction last year, are expected to increase by 29% to 38% of the market by 2016, according to a report last week by McGraw-Hill Construction, a part of The McGraw-Hill Companies.

LEED-certified homes are energy efficient, conserve water and vital resources, and integrate environmentally preferred products into the design and construction of a home. Nearly 18,000 housing units have received LEED for Homes certification, a number that has seen significant growth in recent years. Fifty percent of LEED for Homes projects are classified in the affordable housing sector, echoing a trend found in last week?s report from The National Association of Home Builders and the Wells Fargo Housing Opportunity Index (HOI). The data shows that nationwide housing affordability rose to a record level during the fourth quarter of 2011.

The USGBC and The Home Depot product database was a subject of intense interest during Modernism Week in California last month and debuted as part of the TED Conference during which Steve Glenn, CEO of LivingHomes, a LEED home builder since 2006 and the builder of the first LEED Platinum home in the nation, showcased LivingHome C6. C6 is the first affordable housing line from the pre-fabricated builder. Once sited in their final locations, C6 homes are designed to meet the requirements of the LEED for Homes rating system. The home was designed as part of a new partnership with Make It Right, a nonprofit founded by Brad Pitt and renowned architect William McDonough to build 150, Cradle to Cradle inspired LEED Platinum homes in New Orleans? Lower Ninth Ward. A portion of the proceeds from the sale of each C6 will help support the efforts of Make It Right.

WASHINGTON (AP) ? Rep. Bobby Rush has donned a hoodie during a speech on the House floor deploring the killing of Florida teenager Trayvon Martin, receiving a reprimand for violating rules on wearing hats in the House chamber.

The Illinois Democrat spoke out against racial profiling and, as he removed his suit coat and pulled the hood on the sweatshirt he was wearing underneath over his head, said that "just because someone wears a hoodie does not make them a hoodlum."

Rush was interrupted by the presiding officer, Mississippi Republican Gregg Harper, who reminded him that the wearing of hats was not allowed and "members need to remove their hoods or leave the floor."

On Tuesday the 17-year-old Martin's parents spoke on Capitol Hill at a Democratic-sponsored panel on racial profiling.

Capsule for removing radioactive contamination from milk, fruit juices, other beverages

ScienceDaily (Mar. 27, 2012) ? Amid concerns about possible terrorist attacks with nuclear materials, and fresh memories of environmental contamination from the 2011 Fukushima Daiichi nuclear disaster in Japan, scientists have described the development of a capsule that can be dropped into water, milk, fruit juices and other foods to remove more than a dozen radioactive substances.

In a presentation at the 243rd National Meeting & Exposition of the American Chemical Society (ACS), they said the technology could be used on a large scale by food processors or packaged into a small capsule that consumers at the home-kitchen level could pop into beverage containers to make them safe for consumption.

"We repurposed and repackaged for radioactive decontamination of water and beverages a tried-and-true process that originally was developed to mine the oceans for uranium and remove uranium and heavy metals from heavily contaminated water," said Allen Apblett, Ph.D., who led the research team. "The accident at the Fukushima nuclear plant in Japan and ongoing concerns about possible terrorist use of nuclear materials that may contaminate food and water led us to shift the focus of this technology."

The technology also can remove arsenic, lead, cadmium and other heavy metals from water and fruit juices, Apblett said, adding that higher-than-expected levels of some of those metals have been reported in the past in certain juices. He is with Oklahoma State University in Stillwater.

Nanoparticles composed of metal oxides, various metals combined with oxygen, are the key ingredients in the process. The particles, so small that hundreds would fit on the period at the end of this sentence, react with radioactive materials and other unwanted substances and pull them out of solution. The particles can absorb all 15 of the so-called "actinide" chemical elements on the periodic table of the elements, as well as non-actinide radioactive metals (e.g., strontium), lead, arsenic and other non-radioactive elements.

The actinides all are radioactive metals, and they include some of the most dangerous substances associated with nuclear weapons and commercial nuclear power plant accidents like Fukushima. Among them are plutonium, actinium, curium and uranium.

In the simplest packaging of the technology, the metal-oxide nanoparticles would be packed inside a capsule similar to a medicine capsule, and then stirred around in a container of contaminated water or fruit juice. Radioactive metals would exit the liquid and concentrate inside the capsule. The capsule would be removed, leaving the beverage safe for consumption. In laboratory tests, it reduced the concentrations of these metals to levels that could not be detected, Apblett noted.

The technology is moving toward commercialization, with the first uses probably in purifying calcium dietary supplements to remove any traces of lead, cadmium and radiostrontium. Apblett said the capsule version could have appeal beyond protection against terrorist attacks or nuclear accidents, among consumers in areas with heavy metals in their water or food supplies, for instance.

The scientists acknowledged funding from the Oklahoma Economic Development Generating Excellence Program.

New Drug Bests Standard Treatment for Certain Strokes

WEDNESDAY, March 21 (HealthDay News) -- A new medication called tenecteplase may be more effective at treating strokes caused by clots in large blood vessels in the brain than the current standard therapy, Australian researchers report.

"This study compares a newer thrombolytic medicine [tenecteplase] to the standard thrombolytic medicine [alteplase] in the treatment of patients with acute ischemic stroke," explained study author Dr. Mark Parsons, an associate professor at the University of Newcastle School of Medicine and Public Health and a senior staff specialist in neurology at John Hunter Hospital, in Newcastle.

Thrombolytic drugs are essentially clot-busters. The researchers found that tenecteplase was better at restoring blood flow to the brain after a stroke than alteplase. In addition, fewer people treated with a higher dose of tenecteplase had a serious disability at 90 days after their stroke compared to those on alteplase.

Results of the study are published in the March 22 issue of the New England Journal of Medicine. Funding for the study came from the Australian National Health and Medical Research Council.

Acute ischemic strokes occur when a clot blocks blood supply to the brain. Both tenecteplase and alteplase are from a class of medications known as a tissue plasminogen activator (tPA). When given within three hours of the first stroke symptoms, intravenous tPA can open up the blocked blood vessel in the brain and prevent further brain damage.

Recovery after receiving one of these medications can be fast and dramatic, though this isn't always the case. And, excessive bleeding is a significant risk factor associated with these medications.

The current study included 75 people treated within six hours after an acute ischemic stroke. All received advanced computed tomography (CT) imaging to ensure that there wasn't any stroke-induced brain damage yet, and the researchers also looked for people who were having strokes in a large blood vessel.

Parsons said the researchers used the advanced CT screening to "identify stroke patients with the greatest potential to benefit from thrombolytic treatment."

The patients were randomly assigned to receive either a standard dose of alteplase, or one of two different doses of tenecteplase (0.1 milligrams (mg) per kilogram (kg) of body weight or 0.25 mg per kg). A kilogram is about 2.2 pounds. All received the medication less than six hours after the onset of symptoms, according to the study.

Blood flow of both tenecteplase groups was restored more effectively than for the alteplase patients. People in the tenecteplase groups also showed greater clinical improvements than those on alteplase after 24 hours.

The higher dose of tenecteplase appeared to be more effective. After 90 days, 72 percent of those treated with the higher dose of tenecteplase were free of serious disability compared to just 40 percent of those on alteplase.

There were no significant differences in excessive bleeding in the brain or other serious adverse events, according to the study.

"The perfect clot-busting drug would open up the blockage without causing any hemorrhage. Short of that, the goal is to find a drug that works at least as well, if not better, and that's as safe," said Dr. Keith Siller, director of the Comprehensive Stroke Center at NYU Langone Medical Center in New York City.

"They showed that under ideal circumstances, this drug works well. It still remains to be seen if other types of strokes will be helped as much," said Siller.

Hemorrhagic strokes, which occur when a blood vessel in the brain bursts, are less common than ischemic strokes.

Parsons said he and his colleagues hope to broaden the study population in their next study. They said the current findings warrant moving on to a study comparing the drugs' performance within a shorter window for treatment.

Siller said that while researchers are trying to refine the type of clot-busting drug that might work best, the message to the public remains clear: If you have any symptoms of stroke, get to the hospital as soon as possible.

"All of these treatments require patients to come to the hospital as soon as possible," noted Siller, who added that treatments currently need to be administered within three hours after the onset of symptoms.
