The Science of Storytelling: Live Stream on Saturday, 10 PM EDT

A panel of well-known scientists, intellectuals and writers will discuss the stories behind cutting-edge science, as well as the importance of conveying science to the public at an event set for March 30

Watch a live stream below of an event, "The Science of Storytelling and the Storytelling of Science." The event, set for 10 pm EDT on Saturday, March 30,?will feature popular science educator Bill Nye, Hayden Planetarium astrophysicist Neil deGrasse Tyson, theoretical physicist Brian Breene, Science Friday's Ira Flatow, science fiction writer Neal Stephenson, World Science Festival Executive Director Tracy Day and Lawrence Krauss, director of the Origins Project at Arizona State University (ASU).?

The panelists will discuss stories behind the science of the origin of the universe as well as technologies that will change our future. Other topics will include the importance of public understanding of science and how to convey the excitement of science. The event is the final night in the Origins Stories Weekend, part of the Origins Project at ASU.?

    Austrian police chase herd of cattle through town

    VIENNA (AP) ? Austrian police and firefighters have taken on the role of urban cowboys in a two-day round-up of a herd of cattle that broke out of a fenced-off pasture and decided to go into town.

    A police statement says the 43 steers defied attempts by police and volunteer firefighters to recapture them after wandering off Thursday and heading toward the Upper Austrian town of Freistadt. After being chased away from the railway station, they endangered motorists by stampeding onto a two-lane highway before running into a town suburb.

    Two firefighters who tried to stop them were injured and needed hospital treatment.

    The statement says 18 of the animals remain on the loose Friday. The rest have been corralled or tranquilized.

    Judge decides in favor of Angelina Jolie -- for now -- in copyright ...

    When Angelina Jolie was sued in 2011 for allegedly infringing on a?Croatian journalist's copyright with her directorial debut, "In the Land of Blood and Honey," Los Angeles news sources took note. These sorts of allegations are not at all uncommon in the entertainment industry, but since this dispute involved the glamorous and famous Jolie, it got more attention than usual.

    This week, the U.S. District Court judge overseeing the dispute found that there was not enough similarity between "In the Land of Blood and Honey" and the journalist's novel, "The Soul Shattering" to evidence copyright infringement. She has now asked the journalist to come up with enough of a reason for her not to dismiss the case with prejudice, meaning he could not bring it again.

    The judge said there are general similarities between the works, which both involve two ethnically different Serbians whose relationship is torn apart by strife in the 1990s.

    However, she said those similarities were not enough to constitute copyright infringement. She pointed out that thematically, the works are very different, with "Blood and Honey" being hopeless and sad and "The Soul Shattering" being more uplifting and hopeful. She also said the journalist cannot claim to have invented the subject matters in which the two works were related, such as war crimes, rape and ethnic turmoil. Lastly, she noted that "The Soul Shattering" is based in the journalist's real life experience, while "Blood and Honey" is entirely a work of fiction.

    Using UN statistics, travel writer?Gunnar Garfors found that top contenders for the least-visited award are often dangerous or remote. But some are just plain boring.

    For some travelers, getting off the beaten path is a point of pride, a way to see the parts of the world that don?t make it into glossy guidebooks.

    But how many of those same adventurous travelers would be willing to visit, say, Somalia?

    About 500, it turns out.

    At least, that?s how many tourists found their way to the wartorn east African nation last year. ?

    That makes Somalia the second-least visited country in the world, after the tiny pacific island nation Nauru, according to a recent list compiled by travel writer Gunnar Garfors from UN statistics.?

    Little Nauru ? 8.1 square miles in size, population 9,378 ? got just 200 visitors last year, and it?s pretty clear why.

    ?There is almost nothing to see there,? writes Mr. Garfors, ?as most of the island ? is a large open phosphate mine.??

    Indeed, most of the world?s least visited countries seem to fall in one of two categories. There are the Naurus, where you?ll puzzle over what to do, and the Somalias, where it?s simply too dangerous to do much of anything at all. (As Somalia?s Wikitravel page aptly notes, ?the easiest method for staying safe in Somalia is not to go in the first place.?)?

    Most of the ?nothing to do? countries are the crumbs that dust a map of the Pacific Ocean: the Federated States of Micronesia, the Solomon Islands, Kiribati, and Tuvalu. The latter shares with the Maldives the dubious distinction of having "highest elevation points" that are the lowest on earth ? 15 feet above sea level. Visit while you can, as rising sea levels could make the island uninhabitable within a century.

    As for the ?too dangerous? countries, the list reads like a global primer in political conflict. For instance, despite its pristine national parks full of wild gorillas and elephants, the perpetually ungovernable Central African Republic (#23) is an unpopular destination for tourists. And its stock will likely continue to plummet ? last week a rebel alliance seized the capital, Bangui, and the president fled to neighboring Cameroon.     Afghanistan (#10) also suffers from tourism-deflating instability, which keeps visitors away from its rugged peaks, ancient Buddhist monuments, and Islamic holy sites, including the 12th-century Minaret of Jam, a UNESCO World Heritage Site.

    ?The Taliban have a message for foreign tourists who come to Afghanistan, especially if they are from any of the 50 countries that are part of the NATO-led coalition supporting the government: Big mistake,? writes The New York Times.

    Other countries on the list, like Guinea Bissau (#14), Libya (#15), and East Timor (#18), have seen their reputations ? and infrastructure ? hobbled by recent wars or uprisings.

    But not every country on the list is too dangerous or boring to visit. A few are simply effectively sealed off to the outside world.

    All foreign visitors to North Korea (#16) are limited to a state-curated itinerary and must have an official government ?minder? by their side at all times. But for the few Western tourists who venture into the country, that?s part of the appeal. ?You will rarely get to see propaganda done more explicitly,? Garfors writes.

    Except, perhaps, in Turkmenistan (#7), where visitors who brave the onerous Soviet-esque visa application process are rewarded with sites like a 50-ft. golden statue of former dictator Saparmurat Niyazov in the capital Ashgabat, which rotates throughout the course of the day to face the sun. But the country?s most indisputably impressive site is a massive flaming crater deep in the Karakum Desert. Measuring 230 feet across and almost 70 feet deep, the so-called ?Door to Hell? has been burning continuously since Soviet scientists lit it on fire in 1971. ?

    Obscure? Yes. But that's part of the charm.

    By Ahmer Kazi Who can argue with having more USB ports? This question rings especially true in an age where folks typically have more USB-enabled devices than available USB ports on our PCs. The Satechi 10-Port USB 3.0 Hub ($69.99 list) aims to address this imbalance by serving up a hub that adds a net gain of nine additional USB 3.0 ports and can charge tablet devices like the Apple iPad. Although it's somewhat pricey and requires an external power supply, it nonetheless succeeds in multiplying your connectivity options more than any of the ports that we've seen thus far. If you have a bunch of peripherals or are simply tired of constantly swapping devices in your system's USB ports, it's worth checking out.

    The 10-Port USB 3.0 Hub's plastic chassis measures 1.06 by 1.75 by 8.69 inches (HWD), resulting in a long thin strip that looks a lot like a surge protector. While its glossy black finish is easy on the eyes and complements its array of blue USB 3.0 ports and LED lights, it also attracts a considerable amount of smudges and fingerprints much like the Satechi Slim Surge Protector. Although, the 10-Port USB 3.0 Hub itself is slim enough to slip into your laptop bag or place on your desk without occupying too much space, its power supply adds some bulk.

    As its name suggests, there's a total of ten USB 3.0 ports on the 10-Port USB 3.0 Hub. It connects to your system via the included USB 3.0 cable, and the net gain of nine USB 3.0 ports yields far more connectivity options than either the Satechi Ultra Portable 4 Port USB Pocket Hub or the Targus Ultralife USB Hub with Ethernet Port.

    Nine of the 10-Port USB 3.0 Hub's USB 3.0 ports are housed on the face of the hub. These nine ports are divided into groups of three, and three corresponding switches on the front panel's left side control the power supply for each group. When switched on, a blue LED accordingly illuminates the corresponding trio of ports. Thanks to the 10-Port USB 3.0 Hub's strip-shape design, there's enough space to prevent neighboring ports from overcrowding one another. The 10-Port USB 3.0 Hub's tenth and final USB port, meanwhile, sits alone on the right panel alongside its own dedicated on/off switch. Unlike the 0.9 amp of power found in the other nine ports, this particular port provides 2.1 amps, and its increased amperage allows it to charge iPads and other similarly-sized tablets.

    During testing, the 10-Port USB 3.0 Hub worked just as one would expect, and I experienced no difference in performance when transferring a 1.22GB test folder from a flash drive plugged directly into my computer and when it was plugged into the 10-Port USB 3.0 Hub. The 10-Port USB 3.0 Hub is compatible with Windows (98SE/ME/2000/XP/Vista/7/8) and Mac (OS 9.1 or later), and since it's a plug-and-play device, setting it up requires little beyond plugging it into one of your system's USB ports and a power outlet. Like the Satechi 3.0 4-Port USB Hub, it relies on an external power source. While I typically prefer bus-powered hubs for their unfettered portability, this shortcoming is more forgivable in the case of the 10-Port USB 3.0 Hub since it requires more electric current stability for its considerable amount of ports and tablet-charging capability.

    All said, the Satechi 10-Port USB 3.0 Hub is an efficient way to multiply your USB 3.0 connectivity options. Although it costs a bit more than the competitors and requires an external power supply, these shortcomings are understandable considering its net gain of nine USB 3.0 ports and compact size. If you find yourself juggling a bunch of peripherals or have simply grown tired of constantly swapping peripherals out of your USB ports, it's worth checking out.

    Chief Justice is a victim of credit card fraud

    WASHINGTON (Reuters) - Chief Justice John Roberts, who spent the last two days presiding over high-profile oral arguments on gay marriage, has been a victim of credit card fraud, a Supreme Court spokeswoman said on Thursday.

    Roberts' credit card problem was first reported by the Washington Post in a story that said the chief justice was heard talking about it in a suburban Maryland Starbucks on Tuesday morning. That was the day the court weighed the validity of Proposition 8, a California ban on gay marriage.

    Roberts was again in the spotlight on Wednesday when the court weighed the federal Defense of Marriage Act, which restricts the definition of marriage to opposite-sex couples for the purposes of federal benefits.

    Kathy Arberg, the court spokeswoman, said Roberts had no comment on the incident.

    Dutch coffee company DEMB in buyout talks

    AMSTERDAM (AP) ? D.E. Master Blenders 1753, the Dutch coffee company that was spun off by Sara Lee Corp. last June, says it is in talks to be acquired by a group led by private German investment company Joh. A. Benckiser GmbH for around ?7.6 billion ($9.7 billion).

    Benckiser owns stakes in Peet's Coffee & Tea Inc. and Caribou Coffee, among others.

    Google clashes with Swedes over 'ungoogleable'

    (AP) ? Sweden's language watchdog has accused Google of trying to control the Swedish language in a dispute over the definition of the colloquial term "ungoogleable."

    The Swedish version of the word ? "ogooglebar" ? made the Language Council of Sweden's 2012 list of words that aren't in the Swedish dictionary but have entered common parlance. The council defined it as something "that cannot be found on the Web with a search engine."

    But Google objected, asking for changes showing the expression specifically refers to Google searches and a disclaimer saying Google is a registered trademark, the council said Tuesday.

    Rather than changing the definition, the council deleted the word from the list, while stressing "our displeasure with Google's attempts to control the language."

    Google refrained from commenting on the matter directly.

    "While Google, like many businesses, takes routine steps to protect our trademarks, we are pleased that users connect the Google name with great search results," Google spokesman Gustaf Brusewitz said in an email.

    AS/COA hosted Jos? Antonio Ocampo and economist George Gray Molina for a discussion of Ocampo?s new book, The Economic Development of Latin America since Independence. Challenging traditional approaches to addressing the region?s economic development, Ocampo?s analysis examines the historical context of Latin America?s economic booms and busts and highlights causes of economic growth and recession. Ocampo and Molina discussed structural challenges, Latin America?s integration in the global economy, and persistent inequality as factors that influenced alternating periods of economic growth and stagnation in Latin America. They also discussed prospects for the region?s future.

    What Promotes Economic Growth?

    Ocampo challenged the correlation between political stability and economic growth in the region. He said that of the three countries with some of the region's most stable economies?Colombia, Costa Rica, and Panama?only Costa Rica?s growth coincided with political stability. Meanwhile, Argentina and Brazil both grew while undergoing significant political disruptions. He also pointed to stifled technological innovation in Latin America as a factor limiting the region?s advancement. Although Latin America boasts a productive population participating in the work force and a steadily improving education system, it continues to lag behind Asia, Europe, and North America in technological development.

    In addition to lagging technological innovation, Molina and Ocampo suggested that Latin America?s relatively slow regional integration into the global economy as compared to Asian countries has tempered development. Periods of reliance on the U.S. economy to ignite growth stymied the development of trade relations outside of the Western Hemisphere and delayed the development of regional trade relations. Moreover, Ocampo noted that the United States? inconsistent attitudes toward Latin America over time fueled volatility.?

    The Impact of Inequality

    Persistent inequality has posed an obstacle to the region?s development, according to Ocampo. Inequality, first institutionalized by slavery and systems of servitude, was later reinforced by unequal distributions of income generated from growing export economies. This, in turn, has stifled human development and regional productivity since independence.

    Natural resource booms have contributed to inequality throughout the region. Although the region?s natural resources bolstered commodity prices and fueled significant periods of growth, Ocampo and Molina cautioned that a dependence on resource booms has exacerbated inequality and threatened economic stability. Ocampo noted that export-oriented economies built around natural resources historically catered to needs of elites without infusing wealth into the broader economy, thus reinforcing gaps between the rich and poor. According to the panelists, regional booms stemming from natural resource exports offered only short-term growth, followed by periods of decline and environmental problems. Panelists agreed that diversifying exports and investing income from natural resources in diverse sectors of the economy will safeguard the region against future busts and allow natural resource booms to offer a more sustainable source of development.

    Outlook for the Future

    Despite continuing structural obstacles, the region has benefitted from past lessons, speakers agreed. Years of economic booms and busts taught Latin American countries hat they cannot rely on the International Monetary Fund or bond markets to shield them from crises. As a result, many countries in the region now maintain fiscal surpluses to buffer effects of future crises. Appreciating exchange rates as well as construction and real estate bubbles have supported recent growth, but do not promise consistent development. Still, Ocampo and Molina offered positive outlooks on the region?s growth, noting increased understanding of the challenges to development.

    A Corpus Christie mother is outraged after she found the quiz on ?Remembering 9/11? her 5th grade son was given. Apparently the quiz followed a video the students were shown in class. Take a look at a section of the quiz and see if you can spot which is disturbing:

    That?s right folks. This is America, not a Muslim country where a question of this nature could be expected. To even suggest our country may have brought on or caused 9/11 is what we hear from conspiracy theorists, and certainly is NOT appropriate curriculum for ANY school, ANYWHERE.

    But then this happened in Texas, the state where the controversial CSCOPE curriculum system is used and has come under fire recently. CSCOPE also asked students in the past to design a new ?socialist flag? and taught the Boston Tea Party ?was an act of terrorism.?

    You get the picture and why so many parents are becoming outraged with the system.

    The mother of the student who complained to her son?s principal about the test, Kara Sands, reports to the Texas media the principal told her the video was from Safari Montage and CSCOPE was using the company to supplement the curriculum. But then the public information officer for the Texas System of Education Service Centers, Mason Moses, stated to The Blaze CSCOPE is not affiliated with Safari Montage.

    But the fact the quiz was given in Texas is still gives one reason to pause.

    I?ve always advised people when you read a story, to always at least skim the comments. It?s amazing the juicy little tidbits of info you can find. Like the email address of ?the principal of Four Bluffs, the school where the ?quiz? was given.

    Fujifilm's X-series is another great-looking, highly-featured series of MILCs that take great photos while appealing to photographers who appreciate a little retro design in their camera bodies. Those of you who nominated it noted that you put down full-on DSLRs and picked up your X-Pro 1s and X-E1s instead, partially for portability. The X-Pro 1 is the high end of the X line, retailing for $1400 body only (a bit less at Amazon) and the X-E1 is its more affordable (but sporting the same sensor) cousin at $999 body only/$1400 with an 18-55mm lens (also available at Amazon.) Each model packs a 16.3 megapixel sensor, a LCD on the back, a slim form factor, and some pretty hefty and detailed options and features.     The Olympus OM-D E-M5 is a MILC that earned enough stand-alone nominations from the rest of the PEN series from you to be noted on its own. Olympus tries to lump it in with the rest of the PEN models, but it's a very different beast, and that's a good thing. Those of you who nominated it called it out for being a really special camera with a huge lens selection and features that put even full-frame DSLRs to shame. It's easy to use, hides power user features behind a simple and elegant interface, offers incredible image stabilization, and more. It retails for $999 body only, and $1299 with an 18-55mm lens, $1099 with a 14-42mm lens (all three are a little cheaper at Amazon,) a fair price point for a powerful camera. It, like the others in the roundup, offer a slim and compact frame that's portable on its own, a 16 megapixel sensor, an LCD display in the back as well as a viewfinder and flash, and rugged styling that's easy to hold on to. As a side note, I don't think I've ever seen more level-headed glowing comments about a camera than I saw in the call for contenders.     Panasonic Lumix GH3

    The Panasonic Lumix GH3 is a bit more under the radar than some of its competition, but what it lacks in marketing it makes up for in features and customizability. Its body is shaped and its controls are laid out a bit more like a DSLR than a MILC, and while it does sacrifice a little in the portability department for that shape and size, it's easy to grip, its controls are logically laid out, and it even packs Wi-Fi for automatic image uploads and remote flash control. The GH3 also has quite the modding community around it. Its predecessor, the GH2, was an incredibly hackable camera, and the GH3 is no exception. Reports of an updated firmware for the GH3 are all over the place, but some of you noted you've seen it?my own searches turn up empty, so if anyone has links to it, share them in the discussions. The only down-side is that the GH3 retails for $1299 body only (a touch less at Amazon) and the lenses?what few there are?are also quite expensive (although you can use the lenses for many other 4/3s cameras with the GH3.)     Olympus PEN Series/E-PL1

    The Olympus E-PL1 was one of the company's first PEN series MILCs, and while it's since been replaced by the rest of the PEN line, like the E-PM2, its still easily available. Most of you who didn't just call out the PEN line called out the E-PL1 specifically, even though the camera made its appearance back in 2010. Those of you who nominated it praised its compact size and portability, its modest lens selection, and perhaps most importantly, its modest and budget-friendly price point compared to others MILCs in the lineup. Price does matter, as the E-PL1 will set you back $500 retail with a 14-42mm lens (less than $300 at Amazon), while the E-PM2 retails for the same price, recently cut down from $599 ($499 at Amazon). It's by far the most affordable of the five, but the price comes with some drawbacks. The E-PL1 is a 12 megapixel model, older than most of the others here, and lacking some advanced features that the others have. Still, it's money well spent and a great upgrasde from a point-and-shoot (or replacement for ever having bought one in the first place, honestly.) The E-PM2 brings some of the OM-D E-M5's features down to the budget model, bumps the sensor up to 16 megapixels, and improves the camera's speed. If you have more money to spend, there's plenty of room to move up in the PEN line as well. The PEN line has had a long and storied history with multiple models, so while we're noting the E-PL1 (which wasn't even the absolute first, that honor goes to the E-P1) because you nominated it, there's probably a model for you in the lineup.     Apple buys Silicon Valley startup WiFiSlam

    NEW YORK (Reuters) - Apple has acquired a Silicon Valley startup, WiFiSlam, which makes mapping applications for smart phones.

    Apple confirmed the acquisition, but declined to give details. The news was earlier reported by The Wall Street Journal, which quoted a person familiar with the matter as saying that Apple paid around $20 million for the company.

    "Apple acquires smaller technology companies from time to time, and we generally do not discuss our purpose or plans," an Apple spokesman told Reuters.

    WiFiSlam develops technology that provides indoor tracking and similar services. Big tech companies such as Apple and Google have been racing to provide more and better map applications for users. Google's application, Google Maps, is widely accessed on Google's Android platform and rival Apple's rival iOS platform.

    Syria rebels seize southern base, border area

    BEIRUT (Reuters) - Rebels seized an air defense base near Syria's strategic southern international highway on Saturday, activists said, a gain that could bolster opposition fighters trying to secure supply routes to the capital Damascus.

    Syria's southern provinces bordering Jordan and Israel have become an increasingly significant battleground as the capital comes into play, with President Bashar al-Assad's forces and his loyalist militias hitting back hard to prevent rebel advances.

    The Britain-based Syrian Observatory for Human Rights, which has a network of sources across Syria, said the base commander was among those killed in the two-week battle for the air defense site in Deraa province bordering Jordan.

    "Fighters from the Nusra Front, Yarmouk Martyrs Brigade, and other battalions seized control of the 38th division air defense base, near the town of Saida on the Damascus-Amman highway, after 16 days of fierce clashes," the Observatory said.

    The Nusra Front is an Islamist militant group suspected of links to al Qaeda and blacklisted by the United States as a "terrorist group". Its forces, which include foreign fighters, have come to increasing prominence in the revolt.

    Videos published by opposition activists showed cheering fighters driving tanks around the base and loading boxes of ammunition onto flatbed trucks. The rebels also said in the videos they had freed dozens of prisoners held at the base.

    A video uploaded by the Observatory showed what it said was the body of base commander General Mahmoud Darwish lying in a pool of blood in a bathroom.

    Other activist videos showed the corpses of soldiers in camouflage fatigues scattered in the grass outside the base, shot in the head.

    It was not immediately possible to verify the pictures or opposition reports. The Syrian government has severely restricted access to Syria for foreign journalists and international aid groups.

    CLASHES NEAR ISRAEL BORDER

    Fighting has also raged near the border with Israel, which is increasingly concerned Islamist rebels may be emboldened to end the quiet on the Golan front maintained by Assad and his father before him during their four decade rule of Syria.

    Israel captured the Golan plateau from Syria in the 1967 Middle East war.

    Rebels on Wednesday overran at least three towns near the Israeli-Syrian disengagement line but appeared to lose ground after militias loyal to Assad pushed them back in a fierce battle.

    Rami Abdelrahman, head of the Observatory, said he recorded one of the heaviest single death tolls for rebels in the fighting near the Israeli border.

    "We have 35 fighters recorded by name and at least 20 more missing, this is a huge number to be lost in a single battle and shows how hard they (Assad's forces) are fighting for these areas," Abdelrahman told Reuters.

    He said the pro-government militias involved were made up of fighters from Syria's Druze minority, a sect which for some time had stayed on the sidelines of the conflict but now increasingly appears to be throwing its weight behind Assad.

    Their involvement could increase sectarian bloodshed in Syria, already wracked by tensions between the Sunni Muslim majority that has led the uprising and the Alawite minority to which Assad belongs.

    Tit-for-tat kidnappings and killings between the sects have become common as the uprising spiraled into a bloody civil war that has killed more than 70,000 people.

    Alawite opposition campaigners, increasingly concerned for the fate of their community as fighting continues, will meet this weekend to discuss options for supporting a democratic alternative to Assad's rule and try to distance themselves from security forces attempts to crush the revolt.

    Girl, 9, walks to get help after crash kills dad

    LOS ANGELES (AP) ? A 9-year-old girl crawled out of a mangled SUV, climbed out of a canyon and walked about a mile in the middle of the night to find help after surviving a highway crash that killed her father in Southern California, authorities said.

    The 2010 Ford Escape was launched about 200 feet down an embankment along a semi-rural stretch of the Sierra Highway in Acton about 1 a.m. Sunday, said California Highway Patrol Officer Cheyenne Quesada. The vehicle overturned several times.

    The girl managed to extricate herself and walk through rugged terrain to a nearby home, but nobody answered the door, the CHP said. Then she hiked up the steep embankment and along the road to a commuter rail station where she flagged down a passing motorist at about 2:30 a.m.

    "She walked quite a distance in a very, very threatening environment. It's very black out there, very dark," CHP Sgt. Tom Lackey told KABC-TV. "It's very steep and it's brushy and there's also coyotes in the background."

    Responding officers found a man in his 30s had been killed, Quesada said. His name was not released but officials said he was from Los Angeles.

    A helicopter transported the girl to Children's Hospital Los Angeles. She was treated for minor injuries including bumps and bruises and a cut on her face.

    Television footage showed crews extricating the severely damaged black SUV from the canyon.

    The CHP is investigating whether alcohol played a role in the crash.

    (AP) ? A last-minute dispute over wages for lower-skilled workers flared Friday as senators scrambled to sketch out a deal on a sweeping immigration bill before Congress takes a two-week recess.

    The public clash between the U.S. Chamber of Commerce and the AFL-CIO underscored the high stakes involved in legislation that would dramatically reshape the U.S. immigration and employment landscape, putting 11 million illegal immigrants on a path to citizenship while allowing tens of thousands of new high- and low-skilled workers into the country.

    The chamber and AFL-CIO, negotiating through the so-called Gang of Eight senators, had reached significant agreement on a new visa program to bring up to 200,000 lower-skilled workers a year to the country. The number of visas would fluctuate according to demand, and the workers would be able to change jobs and could seek permanent residency.

    But the AFL-CIO was pushing for higher wages for the workers than the chamber had agreed to so far.

    The dispute remained unsettled into the night, with chamber officials finally saying talks seemed to have stalled. Senators hoped to keep the disagreement from derailing negotiations on the overall bill.

    The eight senators in the negotiating group, including Sens. Chuck Schumer, D-N.Y., and John McCain, R-Ariz., were aiming to finalize as many details as possible before leaving town so that the recess could be devoted to drafting the legislation, which would then be made public when the lawmakers return in April.

    "We're close," Sen. Jeff Flake, R-Ariz., another member of the group, said after one round of meetings Friday. "The biggest issue has always been the future flow" of workers. Flake said there were only "a few minor items" left to deal with apart from the Chamber of Commerce-AFL-CIO matter.

    If that can't be resolved in a way the two sides can agree to, the expectation is that the senators would come to their own agreement on the issue and include it in the bill, and hope the chamber and AFL can live with it or modify it as the bill moves through committee and Senate floor action.

    The AFL-CIO argued that the Chamber of Commerce was trying to pay below median wage for any given group of workers, but the chamber said it would pay about the same as American workers get.

    In the case of housekeepers, for example, the chamber proposal would mean $8.44 per hour, which falls below the federal poverty level for a family of four, while the AFL-CIO position was $11.39 per hour, according to one official familiar with the labor perspective who spoke on condition of anonymity to discuss the delicate negotiations. The new visas would cover dozens of professions such as long-term care workers and hotel and hospitality employees. Currently there's no good way for employers to bring many such workers to the U.S.; an existing visa program for low-wage nonagricultural workers is capped at 66,000 per year and is supposed to apply only to seasonal or temporary jobs.

    As the day wore on, senators met hour after hour in a private chamber just off the Senate floor, and the chamber and AFL-CIO traded jabs, each accusing the other side of imperiling negotiations.

    A proposal from the Gang of Eight that would divide the workers into three wage categories ? two of them beneath median wage ? was rejected by the AFL as insufficient, said Ana Avendano, assistant to the AFL-CIO president for immigration and community action. Avendano said the AFL proposed language stipulating that the new visas only should be used when employing foreign workers would not hurt wages and working conditions of U.S. workers, but that Republicans rejected that.

    "It's shocking to us that the Republicans are willing to hold up the bill and they're saying that this bill is not moving forward without poverty level wages," Avendano said. "So we're hopeful that they will see the light and recognize how important this issue is and agree to move forward."

    Randy Johnson, the chamber's senior vice president for labor, immigration and employee benefits, said the chamber simply wanted to stick with current law requiring that temporary workers be paid whichever is greater: what comparable American workers make or the prevailing wage as determined by the Labor Department.

    "The unions have jeopardized the entire immigration reform effort, which would provide a pathway to legalization and citizenship for the 10-11 million undocumented workers, because of their refusal to take a responsible stance on a small temporary worker program," Johnson said in a statement.

    McCain said the last-minute scuffle was understandable.

    "People have a lot at stake here, this is a huge deal. We're talking about the lives of 11 million people just to start with, so I understand why passions are high and sentiments are high," McCain told reporters Friday.

    "We just make steady progress," he said. "We take two steps forward, and then we take a step back."

    A separate visa program for agricultural workers also remained unsettled but was not exciting as much concern.

    McCain and Flake plan to visit the Arizona border next Wednesday with Schumer and Sen. Michael Bennet, D-Colo., another Gang of Eight member, to inspect conditions there as they finalize their bill. The legislation would impose new border security requirements before any path to citizenship could begin, which is critical to Republicans in the group.
