Biologists compare new bees to 100-year-old records

Feb. 28, 2013 ? Laura Burkle and her colleagues captured 2,778 bees while retracing the muddy steps of a scientist who studied the interactions between bees and flowering plants more than a century ago.

Occasionally stung, but considering herself lucky to have access to the rich historic records that guided her field work, the Montana State University ecologist and her collaborators have now published their results in the journal Science.

Burkle conducted her bee study in the forests of southern Illinois while she was a postdoctoral researcher at Washington University in St. Louis, Mo. Now at MSU for the past two years and planning a major ecological study between Yellowstone National Park and Glacier National Park, Burkle and her co-authors compared the bees and flowering plants that existed in 2009 and 2010 with those that existed in the late 1800s and early 1900s around Carlinville, Ill.

The researchers discovered that the area has lost many species of bees and flowering plants over the 120 years since professor Charles Robertson first surveyed the area, Burkle said. Also lost were many interactions between the bees and flowers.

Despite the loss, however, the bees and plants have been surprisingly resilient in the face of warmer temperatures and changing land use, Burkle said. The forests that once grew 10 miles outside of Carlinville are fragments of what they were when Robertson drove his horse and buggy to collect specimens. Fields of corn have replaced acres of trees and prairie. Natural areas have been converted to agricultural, commercial or residential uses. Winter and spring temperatures have risen an average of 3.6 degrees Fahrenheit.

"The good news is that these systems and the way they are structured make them really resilient to change," Burkle said. "But there's been so much change that resiliency has been compromised."

Co-author Tiffany Knight, Burkle's faculty adviser for the study, said, "Plants are an important resource for humans, providing food, fiber and the backbone for all other ecosystem services. Most plants rely on animal pollinators for their reproduction. There is concern that human changes to the environment are disrupting plant-pollinator interactions, but our study is the first that has been able to look at this problem using historical data.

"One of our significant findings is that climate change has resulted in mismatches between plants and their historic pollinators, such that insects are active during times when plants are not in bloom," Knight said. "This is likely because plants and insects respond to different environment cues, and thus, we expect that mismatches between plants and their historic pollinators due to climate change is important across the globe."

The scientist who inspired the recent study was a Harvard professor before moving to Illinois to retire. When he discovered the woods around Carlinville, however, he resumed his academic life as a professor at the local Blackburn College. He collected most of his data from 1887 to 1897, but continued into 1917.

"He loved it," Burkle said. "That was his full-time passion."

Burkle learned about Robertson while looking for a research project to pursue as a postdoctoral researcher. Since Carlinville and St. Louis are just 1 ? hours apart, Burkle and Knight decided to follow up Robertson's study with their own.

They spent the springs of 2009 and 2010 doing fieldwork around Carlinville. Generally working in the woods between 9 a.m. and 3 p.m. when bees are most likely to fly, the researchers slogged through the forests looking for the first flowering plants of the season. Then they captured the bees that pollinated those flowers and identified them under the microscopes Burkle set up in their Carlinville apartment.

In 477 hours over two years, the researchers collected 3,620 "floral visitors," Burkle said. Of those, 2,778 were bees and the rest were mostly flies and butterflies. The plant that attracted the largest number of bees -- 923 individuals and 33 species -- was Spring Beauty, a small herbaceous plant. Second most popular plant was the Great Waterleaf.

In addition to their and Robertson's specimens, Burkle and Knight compared their findings to those of co-author John Marlin from the University of Illinois. Marlin, who had gathered data from the Carlinville area in the 1970s, provided intermediate-year information that was "incredibly helpful," Burkle said.

Burkle conducted her research with a $75,000 RAPID grant from the National Science Foundation.

Burkle's next study will begin this summer and look at disturbances -- such as from recent and more historic fires -- to see how plant and pollinator communities re-assemble across Montana between Yellowstone and Glacier national parks.

The suite of species that live in Montana and Illinois are entirely different, but some of the same issues apply, Burkle said.

Knight said, "I would expect that the effects of climate change on plant-pollinator interactions are even greater in some locations, such as high elevation sites in the Rocky Mountains that have experienced more dramatic changes in climate than our Midwestern site."

She added that Burkle's expertise on identifying bees and analyzing plant-pollinator networks were crucial to the success of the bee project.

"I miss working with her at Washington University, but I think she is in an excellent location to make new and significant contributions to the field of pollination biology," Knight said.

Hyundai nearing settlement of gas mileage cases

DETROIT (AP) ? Hyundai Motor Co. is close to settling 38 federal lawsuits filed after it overstated the fuel economy of its cars.

In a filing this week in U.S. District Court in Los Angeles, Hyundai says it will make lump-sum payments to around 600,000 owners of cars and SUVs from the 2011 through 2013 model years, including the Elantra sedan. The amount of the payments wasn't given. They will vary based on the vehicle and how much its mileage was overstated.

Hyundai's sister company, Kia Motors, is still deciding whether to participate in the settlement. Approximately 300,000 Kia owners are affected.

The Environmental Protection Agency found inflated numbers on 13 Hyundai and Kia vehicles in November. Hyundai and Kia acknowledged the problem, changed the fuel economy numbers and blamed a procedural error. Since then Hyundai and Kia have been compensating owners with payments of around $88 annually, which is based on the amount the mileage was overstated and the average price of gasoline.

Some buyers refused to settle and sued in federal court, where Hyundai is now negotiating with plaintiffs. Hyundai spokesman Chris Hosford declined to comment on the case Wednesday.

At least one group of plaintiffs, represented by a California-based group called Consumer Watchdog, is objecting to the proposed settlement in part because the amount of the payments hasn't been released. The group also said in court documents that it's concerned any unclaimed payments will revert to Hyundai instead of to buyers.

The vehicles involved include the Hyundai Azera, Accent, Genesis, Santa Fe, Sonata Hybrid, Tucson and Veloster and the Kia Optima Hybrid, Rio, Sorento, Soul and Sportage.

Lew moves closer to confirmation with Senate Finance vote ? CNN ...

(CNN) - Jack Lew came one step closer to Senate confirmation as President Barack Obama's second Treasury secretary when the Senate Finance Committee approved his nomination Tuesday.

His nomination now goes to the full Senate where he is expected to be easily confirmed ? especially compared to Obama's nominee for Defense secretary, former Sen. Chuck Hagel, who faced a Republican filibuster of his nomination

But that isn't to say Lew's ride through the committee was easy. He faced tough questions from Republicans about his leadership of a Citigroup bank unit which made bets against the housing market ahead of that sector's collapse, which drove the 2008 financial crisis, as well as an investment program for employees that he participated in and was based in the Cayman Islands. He has also come under scrutiny for receiving a $900,000 bonus while taxpayers were bailing out the bank, and a more recently reported bonus upon leaving New York University where he was executive vice president.

Lew has said he did not make investment decisions at Citigroup and that he paid all taxes on the investment, which he sold when leaving the company for a loss.

But Sen. Chuck Grassley, an Iowa Republican and one of Lew's dissenters, said "Mr. Lew is very good at getting paid by taxpayer supported institutions"

"Mr. Lew's eagerness and skill at obtaining bonuses, severance payments and perks raise questions about whether he appreciates who pays the bill," Grassley said.

The ranking Republican on the committee, Sen. Orrin Hatch, and three other Republicans - Sens. Johnny Isakson of Georgia, Rob Portman of Ohio and Pat Toomey of Pennsylvania - joined all 14 Democrats on the panel voting in favor of Lew. Five Republicans cast the only votes against Lew: Grassley, Mike Crapo of Idaho, Pat Roberts of Kansas, Michael Enzi of Wyoming, and John Cornyn of Texas.

Lew, 57, was Obama's chief of staff for approximately a year and was nominated in January to succeed Treasury Secretary Tim Geithner.

His nomination heads to the floor as Congress and the White House are staring down forced federal spending cuts which kick in at the end of the week. There appears to be little chance of passing a plan before then to avert them, and each side is placing the blame squarely on the other.

Russia wants U.S. to urge Syria rebels into peace talks

MOSCOW (Reuters) - Russia will urge the United States on Tuesday to press the Syrian opposition to hold direct talks with Damascus, but fears "extremists" now have the upper hand among President Bashar al-Assad's opponents.

Foreign Minister Sergei Lavrov said before leaving for Berlin to meet Secretary of State John Kerry that the new U.S. top diplomat seemed to grasp the gravity of the crisis in Syria.

He said Washington should lean on the Syrian opposition to drop demands that Assad must leave power before talks can start.

"In our contacts with other countries that can influence the parties in Syria, we have noticed a growing understanding of the need to influence both the government and, first of all, the opposition so that they do not come up with unrealistic requests as preconditions for the start of dialogue," Lavrov said after talks with Dutch Foreign Minister Frans Timmermans.

"This is what we will discuss with John Kerry today. During our latest phone conversation I had the impression that he has an understanding of the acuteness of the situation in Syria."

Moscow and Washington have been at loggerheads over Syria, where 70,000 people have been killed in a nearly two-year-old conflict that began with a crackdown on street protests against Assad's rule.

Russia has been Assad's staunchest ally and, with China, blocked three U.N. Security Council resolutions aimed at mounting pressure on him to end the violence.

Washington has sided with the Syrian opposition in seeking Assad's removal from power.

Syrian Foreign Minister Walid al-Moualem said in Moscow on Monday that the government was ready for talks, but opposition leaders and rebel commanders insist Assad must go first.

Kerry responded dismissively to Moualem's offer, saying it was hard to understand how people having Scud missiles fired at them would take an offer of dialogue seriously. Syria denies using ballistic missiles in the fighting.

He also appeared to promise more concrete support to Assad's opponents, without saying whether the United States might rethink its earlier aversion to arming or training them.

"We are determined that the Syrian opposition is not going to be dangling in the wind," Kerry said in London on Monday.

Lavrov signaled that the prospects for direct talks in Syria had receded in the past few days.

"A few days ago it seemed that conditions for the sides to sit down for talks ... were getting clearer. There were calls in support of a quick start to dialogue," he said.

"But then came denials of such an approach. It seems extremists, who bet on a military solution to Syria's problems and block initiatives to start dialogue, have for now come to dominate in the ranks of the Syrian opposition, including in the so-called (Syrian) National Coalition," he added.

Western countries and some Arab states have accused Russia, a long-standing arms supplier to Damascus, of shielding Assad, whose Syrian opponents have bitterly denounced Russian policy.

Moscow has hit back by saying it has worked hard to try to persuade the two sides in Syria to start talks and accusing its Western allies of failing to do enough to support those efforts.

It also says support for the rebels plays into the hands of militant Islamists, a theme Assad himself often evokes.

WH points finger at ICE in detainee release

On Wednesday, a day after Immigration and Customs Enforcement announced its decision to release several hundred illegal immigrants from detention centers facing budget cuts, the White House stressed it had no hand in the decision.

Jay Carney, White House press secretary, told reporters at Wednesday's White House press briefing that "this was a decision made by career officials at ICE, without any input from the White House, as a result of fiscal uncertainty over the continuing resolution, as well as possible sequester." Sequester refers to the across-the-board spending cuts set to take effect March 1 in the absence of a federal budget.

Also on Wednesday, ICE, in what it said was news unrelated to the release of the detainees, announced that Gary Mead, the ICE official in charge of the agency's detention facilities, is retiring.

A day earlier the agency said it had released several hundred detainees housed at some of the nation's 250 detention centers in response to sequestration, which would cut billions out of the budget beginning this Friday. The decision immediately drew criticism from Republicans, including House Speaker John Boehner and Arizona Gov. Jan Brewer, who called the move a publicity stunt.

Carney stressed that the several hundred detainees released were "low-risk, noncriminal detainees" and will still be monitored until their deportations?just under a less-expensive system.

ICE estimates that it takes about $165 per day to house illegal immigrants awaiting deportation. Some immigrants are held because they cannot afford to make bail, others because they have been deemed high-risk. Department of Homeland Security chief Janet Napolitano said the looming budget cuts threatened her agency's ability to maintain the 34,000 detention beds they are required to have by Congress.

On Wednesday afternoon, the Associated Press reported that Mead had emailed his colleagues announcing his resignation.

ICE spokeswoman Gillian Christensen said Mead was not resigning, but simply informing his colleagues of his long-planned desire to retire. "Gary Mead announced several weeks ago to ICE senior leadership that he planned to retire after 40 years in federal service and 6 years at ICE," Christensen wrote in an email to Yahoo News. "As planned, and as shared with ICE staff weeks ago, Mr. Mead will retire at the end of April.?

Under Mead's nearly four-year tenure, ICE has attempted to make its detention facilities less prisonlike. In some newer facilities, detainees have freedom of movement and do not have to wear traditional prison uniforms.

"We're not in the business of holding people for long-term punitive reasons, you know, serving a sentence," Mead told a reporter last year. "It was never our authority or responsibility to punish people or to correct their behavior. ? We have to treat them very differently than a state prison system or a county jail system would treat people in their custody."

Pregnant mother's blood pressure may affect future health of children

Feb. 25, 2013 ? Up to 10% of all women experience some form of elevated blood pressure during pregnancy. Researchers from the Centre for Social Evolution at the Department of Biology, University of Copenhagen show that mild maternal hypertension early in pregnancy actually benefits the fetus, but that late-pregnancy hypertension has negative health consequences for the child. The study is based on more than 750,000 births in Denmark, with follow-up data on children's hospital diagnoses for up to 27 years.

'It has been known for some time now that pregnancy-induced hypertension can lead to more serious toxic conditions (preeclampsia), but it has puzzled biologists why such a medical condition that can be quite dangerous for both mother and child has not previously been removed by natural selection in our stoneage ancestors. However, evolutionary theory also emphasizes that paradoxes of this kind can be due to genetic parent-offspring conflicts, so we set out to test whether we could find statistical evidence for that type of explanation', says Professor Jacobus Boomsma, Director of the Centre for Social Evolution and coordinator of the study.

Minor increases in blood pressure gives better health

The results clearly indicate that mothers with minor increases in blood pressure in the first trimester of pregnancy have babies that enjoy generally better health than children of mothers who never get a hypertension diagnosis during pregnancy. The difference was between 10 and 40% fewer diagnoses across all disease categories during the 27 years of available follow-up data, a result that has never been documented before. However, when hypertension continues or starts later in pregnancy, this advantage shifts to a ca. 10% disadvantage in terms of an increased risk of acquiring a diagnosis in the Danish public health data bases. Child mortality during the first year of life showed the same trend. In spite of this risk being very low in Denmark, no children of mothers with early pregnancy-induced hypertension died, whereas the mortality risk of children born to mothers with hypertension late in pregnancy was above average.

Fathers genes enhances blood pressure

Parent-offspring-conflict theory maintains that father-genes in the placenta will have a tendency to 'demand' a somewhat higher level of nutrition for the fetus than serves the interests of mother-genes. It argues that father genes that somehow manage to enhance maternal blood pressure will likely be met by maternal genes compensating this challenge. Both types of genes are 50/50 represented and thus likely to find a 'negotiated' balance while creating an optimally functioning placenta. However, when the pull of paternal genes cannot quite be managed by maternal counterbalances, there is a risk of elevated blood pressure to develop and persist, leading to late occurring pregnancy complications and compromised offspring health. The results obtained are consistent with the idea that some deep fundamental conflicts lay buried in our genes right from the moment of conception. Imprinted genes are prime suspects for mediating such conflicts as they 'remember' which parent they come from.

'Molecular biologists have recently found many such genes in mice and man, and they are particularly expressed in the placenta as the theory predicts. Our study therefore suggests that further research to test whether different patterns of pregnancy-induced hypertension are indeed related to paternal or maternal imprints would be highly worthwhile', says PhD student Birgitte Hollegaard, who did the analyses together with EU Marie Curie Postdoctoral Fellow Sean Byars.

The authors of the study hope these results will help build bridges between their evolutionary inspired public health analyses and established clinical praxis.

'Ultimately we are not only interested in the fundamental science aspects of genome level reproductive conflicts, but also in seeing some of these findings being made more directly useful, for example by adjusting pregnancy monitoring schemes to take long term risks for offspring health into account', concludes Jacobus Boomsma.

Hackers attack Microsoft computers - ModernGhana.com

Microsoft has become the latest US technology company to confirm that it has been targeted by computer hackers.

In a blog post, Microsoft announced that "a small number" of its computers had recently been deliberately infected with malicious software.

The firm said it found no evidence that any customer data had been accessed, but an investigation is continuing.

On Tuesday Apple said its computers were attacked by the same hackers who targeted Facebook a week earlier.

At the time, Facebook said it had traced a cyber attack back to China which had infiltrated employees' laptops.

In Friday's blog post, Microsoft spokesman Matt Thomlinson said: "This type of cyberattack is no surprise to Microsoft and other companies that must grapple with determined and persistent adversaries."

Confirmed: Google Glass Will Tether With Android And iPhone For 3G Or 4G Data

Google opened up a sort of pre-order contest for civilians (i.e., non-developers) this week for its new augmented reality headgear that should ship before the end of 2013 for $1,500 (for those with a clever enough idea.) The other significant news is that both CNET?and The Verge?report that ?Glass will be able to connect via Bluetooth to both?Android phones?and the iPhone. Glass can pull down data from wifi or use the 3G or 4G feed from a connected phone, but it won?t have its own cellular radio.?

It?s nice to see that Google is not escalating the platform wars by locking iOS out of the Glass ecosystem. In truth, that would not have been in Google?s best interest. The whole point of Google?s strategy is to increase the flow of information as many ways as possible. Also, as with the rumored iWatch, squeezing a cellular radio (and another data plan) into the device doesn?t make much sense, especially since the entire target audience already has a smart phone.

The bigger question with Glass, for me, is how users will manage?and to what extent they will be allowed to manage?the huge potential torrent of data that this device will collect. The Verge?s Joshua Topolsky had a hands-on (or face-on!) with Glass at Google?s NYC HQ (and a local Starbucks) and found it very easy to?acclimate to. ?The privacy issue is going to be a big hurdle for Google with Glass,? he writes. ?Almost as big as the hurdle it has to jump over to convince normal people to wear something as alien and unfashionable as Glass seems right now.?

I don?t think fashionability is going to be an issue, boundaries will be.?Glass, product director Steve Lee tells Topolsky,??It?s a very intimate device. We?d like to better understand how other people are going to use it. We think they?ll have a great opportunity to influence and shape the opportunity of Glass by not only giving us feedback on the product, but by helping us develop social norms as well.?

Topolsky asks about ?Glass etiquette,? and wonders how ?to answer questions about what?s right and wrong to do with a camera that doesn?t need to be held up to take a photo, and often won?t even be noticed by its owner?s subjects. Will people get comfortable with that? Are they supposed to??

He hits on what is the most radical thing about Glass, the ability to record what is right in front of you, unobtrusively, in real time. Glass will so completely remove the friction from this process that we are all bound to record?and be recorded?without even thinking about it. This is great from a data flow perspective, and remarkable in terms of social science and, of course, marketing. But it places us smack in the middle of the user experience paradox of Glass.

Lee and lead industrial designer for Glass, Isabelle Olsson, told Topolsky about the questions that led them through the product development process. ?What if we brought technology closer to your senses?? Lee asks ?Would that allow you to more quickly get information and connect with other people but do so in a way?with a design?that gets out of your way when you?re not interacting with technology?? So this is supposed to make us more present than the hunched over masses staring at their smart phones.??I don?t want to do that, you know? I don?t want to be that person,? says Olsson.

But if the technology is so close to our sense so as to become prosthetic?a great outcome in terms of design?how do we maintain appropriate boundaries? This is the great experiment of Glass and really for the entire ?connected world.? In this way, Google is much farther ahead than Apple with its supposed iWatch. Glass?s technology is even closer to us physically, even closer (it seems) in coming to market and more active. The iWatch, like most Apple mobile products, will be more about consuming than creating content. Glass, in contrast, will be a documentary studio in an eyeglass case!

Fidel Castro makes rare appearance in parliament

HAVANA (Reuters) - Retired Cuban leader Fidel Castro made a rare public appearance Sunday by joining the opening session of the National Assembly, state media reported amid speculation the gathering could give clues on planning for a future leadership succession.

Since falling ill in 2006 and ceding the presidency to his brother, Fidel Castro has given up all official positions except as a deputy in the National Assembly. At Sunday's session, he took his seat beside brother President Raul Castro, only the second time he has graced the assembly chambers since his illness and the first since 2010.

Fidel Castro's surprise appearance added to expectations, fueled by his brother, that the usually routine session might shed light on future leadership of the communist-run nation.

In a back and forth with reporters on Friday, Raul Castro joked about his eventual retirement and urged them to pay attention to Sunday's conclave, which is closed to foreign journalists.

"I'm going to turn 82; I have a right to retire already," he said. "You don't believe me? Why are you so incredulous?" he said.

The 612 deputies, who were elected in an uncontested vote February 3, are expected to name a new 31-member Council of State with Raul Castro as president, despite his quip.

The National Assembly meets for just a few weeks each year and delegates its legislative powers between sessions to the Council of State, which also functions as the nation's executive through the Council of Ministers it appoints.

Governments, Cuba watchers and Cubans will be watching to see if there are any new, and younger, faces among the Council of State members, in particular its first vice president and five vice presidents, with an average age over 70.

The new government is almost certain to be the last headed up by the Castro brothers and the generation that has ruled Cuba since they swept down from the mountains in the 1959 revolution that led to a long-running feud with Washington.

Raul Castro, 81, would begin his second term on Sunday, theoretically leaving him free to retire in 2018, aged 86.

Eighty percent of the parliament's 612 members, with an average age under 50, were born after the Revolution.

EFFORT TO PROMOTE YOUNGER GENERATION

Raul Castro, who officially replaced his ailing brother as president in 2008, has repeatedly called for senior leaders to hold office for no more than two, five-year terms.

"Although we kept on trying to promote young people to senior positions, life proved that we did not always make the best choice," Castro said at a Party Congress in 2011.

"Today, we are faced with the consequences of not having a reserve of well-trained replacements....It's really embarrassing that we have not solved this problem in more than half a century," he said.

The 2011 party summit adopted a more than 300-point plan to "update" Cuba's Soviet-style economic system, designed to transform it from one based on collective production and consumption to one where individual effort and reward play a far more important role.

Across-the-board subsidies are being replaced by the country's first comprehensive tax code and targeted welfare.

Fidel Castro, these days referred to as the "historic leader of the revolution," is no longer seen as wielding real power, but he has maintained a public presence through his writings, meetings with important visitors and rare appearances.

Esteban Lazo, member of the political bureau of the Community Party and vice president of the Council of State, 68, was named parliament president Sunday to replace a retiring Ricardo Alarcon, who served for 20 years.

White House directs open access for government research

WASHINGTON (Reuters) - The White House has moved to make the results of federally funded research available to the public for free within a year, bowing to public pressure for unfettered access to scholarly articles and other materials produced at taxpayers' expense.

"Americans should have easy access to the results of research they help support," John Holdren, the director of the White House Office of Science and Technology Policy, wrote on the White House website.

An online petition on the White House website demanding free access over the Internet to scientific journal articles arising from taxpayer-funded research drew 65,704 signatures.

The directive comes amid a changing landscape for publishing and the availability of information due to the Internet.

Scientists have long published the results of their work in scholarly journals, and many such publications have warned that open access would destroy them and the function they provide the scientific community.

The White House move also came some six weeks after the suicide of Internet openness activist Aaron Swartz, who was renowned for making a trove of information freely available to the public.

Swartz ran into trouble in 2011 when he was indicted by a federal grand jury on charges related to allegedly stealing millions of academic articles and journals from a digital archive at the Massachusetts Institute of Technology.

The activist, who pleaded not guilty to all counts, faced a lengthy prison sentence and a hefty fine if convicted in a trial that was set for later this year.

Swartz's family and supporters blamed prosecutors for overreaching in his case, and his suicide drew attention to questions about the 1984 U.S. computer fraud law, much of which was written before the Internet.

Holdren said the decision to provide greater access took the concerns of scientific journals into account.

"We wanted to strike the balance between the extraordinary public benefit of increasing public access to the results of federally-funded scientific research and the need to ensure that the valuable contributions that the scientific publishing industry provides are not lost," he said.

Federal agencies are permitted a 12-month embargo time before offering access and can petition for a longer lag.

The openness directive applies to those agencies with more than $100 million in research and development expenditures. Agencies must develop plans to open data to the public within six months, and those plans will be vetted by the White House.

An industry group said the White House approach is a "reasonable, balanced" solution because it recognizes the value of publishers.

"The OSTP takes a fair path that would enhance access for the public, acknowledge differences among agencies and scientific disciplines and recognize the critical role publishers play in vetting, producing, establishing and preserving the integrity of scientific works," Tom Allen, chief executive of the Association of American Publishers, said in a statement.

But critics of the new policy said its value to the public and to scientists is undercut by the 12-month embargo.

"We are working on the cutting edge of the science. I want to read a new paper NOW, not in 1 year," Vittorio Saggiomo, a chemist at the University of Groningen in the Netherlands, wrote in an online chat about the announcement.

(AP) ? The Justice Department has joined a lawsuit against disgraced cyclist Lance Armstrong that alleges the former, seven-time Tour de France champion concealed his use of performance-enhancing drugs and defrauded his long-time sponsor, the U.S. Postal Service, Armstrong's lawyers said Friday.

The suit the Justice Department is joining was filed in 2010 by former teammate Floyd Landis, who was stripped of his 2006 Tour de France title for doping.

Settlement discussions had been underway between the Justice Department and Armstrong's lawyers. A person familiar with the negotiations says the two sides are tens of millions of dollars apart on how much Armstrong should pay to settle the case. The person spoke on condition of anonymity because the source was not authorized to speak on the record about the private talks.

An Armstrong lawyer, Robert Luskin, said negotiations with the government failed because "we disagree about whether the postal service was damaged."

"The postal service's own studies show that the service benefited tremendously from its sponsorship ? benefits totaling more than $100 million," said Luskin

The Landis lawsuit was filed under seal, but it will be unsealed with the Justice Department decision to join, or in essence, take over the case.

Armstrong was the subject of a two-year federal grand jury investigation that the Justice Department dropped a year ago without an indictment.

Throughout his career, Armstrong always denied drug use, but he confessed to having done so in an interview last month.

In October, the U.S. Anti-Doping Agency released a report that included affidavits from 11 of Armstrong's former teammates. These affidavits detailed how the teammates were supplied with EPO by Armstrong and saw him inject, and how they were pressured to dope and bullied by Armstrong and Johan Bruyneel, the team manager. The cycling world's governing body then stripped Armstrong of the seven Tour de France titles he won from 1999 to 2005.

Last month, the head of USADA lobbied Attorney General Eric Holder for the Justice Department to join the lawsuit against Armstrong. USADA chief executive Travis Tygart has called the doping by Armstrong and the postal service teams a "massive economic fraud."

Exclusive: Corporate victims of Chinese hackers speak out

UPDATE:?In a new report released this week, cyber-security firm, Mandiant, pinpointed exactly where some of the most sophisticated hackers in China are working ? in or around a building that serves as a Chinese military unit's headquarters on the outskirts of Shanghai.

This elite group of hackers has been dubbed the "Shanghai Group." They've struck 141 times since 2006 across all sectors of the U.S. economy.? This is the first time such a group has been tracked right to the doorstep of the People's Liberation Army.

Two major United States newspapers, The New York Times and The Wall Street Journal, reported earlier this year that their computer systems have been repeatedly targeted by hackers based in China for the past several months.

The New York Times said the attacks, which began in mid-September, were in response to a Times investigation of the relatives and family of China?s Premier Wen Jiabao. The Wall Street Journal simply stated that the infiltration was "for the apparent purpose of monitoring the newspaper's China coverage."

This is not the first time cyber-attacks originating from China have been in the national spotlight. According to current and former intelligence officials at the highest levels of government, the Chinese have playing dirty in the international spy game for years.

?This is stealing American wealth.? It's stealing American jobs.? It's stealing American competitive advantage,? General Michael Hayden, former head of the Central Intelligence Agency and the National Security Agency, said in an interview with NBC News.

Hayden?s comment was echoed by a?House Intelligence Committee report?released on October 8, 2012 warning that two Chinese telecommunications companies, Huawei and ZTE, could be funneling sensitive information back to Beijing, and cautioned American carriers to avoid doing business with them.

Intelligence Committee Chairman Mike Rogers, R-Mich., told NBC News that the Chinese have targeted every sector of the American economy.

?Everything you can possibly imagine we have seen the Chinese make a concerted effort to steal that information and use it for their own economic advantage,? he said.

That includes blueprints for the next generation of auto parts, formulas for pesticides and pharmaceuticals, and other information that makes American companies competitive in the global marketplace.

Though the United States limits its espionage to national security interests, intelligence officials said, China has launched a well-organized campaign to steal American corporate secrets via the Internet.

?I know states steal secrets.?Our states steal secrets.?And we're actually pretty good at it.? But we self-limit.? We steal things that are valuable and useful for your security, for your liberty and for your safety,? Hayden said.

One of the first to find himself on the front lines of the economic cyber war with China at the corporate level was Brian Shields. He was a computer security specialist for Nortel, a giant Canadian telecommunications company.


A success story from the early Internet age, Nortel made cell phone and computer network equipment. At its height, the company employed 20,000 people in the U.S.

Shields said he first got wind of the Chinese in Nortel?s network in 2004.? An employee working in highly technical research and development saw some curious activity on a computer server.? His documents were being downloaded apparently by a senior executive named Brian McFadden, who worked in a completely different department.

Shields said McFadden had not downloaded anything.? Instead, someone had hacked into the computer network using McFadden?s stolen password. Shields said he discovered that seven passwords had been stolen, including that of then CEO Frank Dunn.

Though Shields could never determine who the individual hacker was, he was able to track the activity to servers in Shanghai and Hangzhou, China.

In total more than 1,400 documents were stolen including product designs and valuable customer information, according to Shields.

?They could know what companies we're buying, how much. They could know where we saw our future product. They could know where we saw our profitability,? he said.

After the attack, Shields said he watched his company steadily lose business, while a competitor, Huawei, began to grow.? Nortel went bankrupt in 2009, while Huawei has become one of the world?s premiere telecommunications companies. Shields said he believes Nortel went under as a result of spying by companies like Huawei.?

Most industry insiders say that Nortel was a victim of bad business decisions coupled with the burst of the Internet bubble.

A spokeswoman for Nortel said the company responded appropriately to the 2004 attacks and ?found no evidence of wide spread security issues.?

Huawei has denied stealing from Nortel or any other company. In a statement emailed to NBC News, the spokeswoman said the company has "the highest respect for the intellectual property of others."

In response to October 8th's House Intelligence Committee report, a Huawei spokesman said the accusations were based on rumors. The company defended its record as a member of the Fortune 500 list of the largest companies in the world.

?For the past 25 years, we have held an upstanding record?We have been emphasizing that Huawei is committed to cooperating transparently with any and all government agencies who wish to carry out an open and impartial dialogue about our company and the products and services that have made us successful internationally,? read a Huawei statement responding to the report.

Huawei has already sold equipment to a dozen small carriers in the U.S.

The Huawei spokesman said company is a ?partner to the U.S. high-tech industry? and ?helps create jobs in the U.S.?

ZTE?released a statement?saying that the company is China?s ?most transparent, independent, globally focused, publicly traded telecom company.?

In response to this story, China?s Foreign Ministry Spokesman Hong Lei denied stealing from any corporations, adding that last year the Chinese helped international agencies address hundreds of cyber-attacks.?? He said the Mandiant report linking attacks to the Chinese military was ?unfounded? and ?unprofessional.?

?China is also a victim of cyber-attacks, and we take a firm stance on continuously playing an active role in international cooperation,? Hong Lei told NBC News.

But top American brass said they are exasperated by China?s efforts to portray themselves as victims. Hayden said it is time to hold China accountable.

?Don't treat me like a child.? We know what you're doing.? We have good evidence with regard to what you're doing.? And if you continue to do what you do actions will have consequences,? said Hayden.

Rogers advocated that the White House make Chinese cyber espionage the number one issue in bilateral relations with China.

?They do respond to embarrassment.? And we ought to embarrass them for being thieves of the research and development of the United States of America.?

Count the tears from winning actresses and actors at this year's Academy Awards. Chances are, you'll see more than in years past.

That's because crying is up in?Oscar?acceptance speeches, according to a new analysis of more than 50 years of Academy Award clips. In fact, 71 percent of Oscar tears have been shed since 1995.

"Maybe the public has come to expect an emotional speech," study researcher Rebecca Rolfe, a master's student in digital media at Georgia Tech University, said in a statement.

Oscar speech trends

Rolfe watched 207 speeches from winning lead actors and actresses, supporting actors and actresses and directors dating from 1953 to 2012. She found some surprises ? the cofounder of Miramax has been thanked 12 times in Oscar history, compared with only 11 thank-yous to God ? as well as some trends that aren't likely to shock. For example, acceptance speeches have stretched from 40 seconds on average in the 1960s to almost two minutes today. [Glitzy Oscar Facts (Infographic)]

Rolfe's larger research project is about?gratitude, and she found that 79 percent of speeches closed with some variation of "thank you." The most common pattern is to broadly thank the Academy, which bestows the awards, and other nominees first and then to become more personal.

"After reflecting on the win's significance, they typically thank their peers, colleagues and sometimes even their lawyer before mentioning family," Rolfe said.

Though "I'd like to thank the Academy" is a stereotypical speech start-off, only 40 percent of winners have uttered those words.

Turning on the tears

Actresses cry about twice as often as actors, with 12 of the last 15 best actresses turning on the waterworks, Rolfe found. It's not clear why tears are becoming more common, but Rolfe speculates social?pressure on celebrities?might contribute.

"Much like the movies, acceptance speeches are a type of performance," she said. "I believe the tears are real, but perhaps, maybe even subconsciously, actresses know what is expected of them when they accept the honor."

The only director ever to cry during a speech was Steven Spielberg, accepting an Oscar for "Schindler's List" in 1993.

Rolfe has created an interactive website where you can?write your own speech?and compare it with Oscar winners past. The ultimate goal, she said, is to understand public gratitude.

"In a way, we see a part of ourselves on stage at the Oscars," Rolfe said. "While judging speeches each year, we shape the trends and customs society expects and accepts."

San Fernando fishermen abandoned their fishing trips and threw away their catch yesterday after thick black crude oil contaminated their fishing nets. The oil was spotted in the Gulf of Paria about five miles from shore.

Fisherman Darryl Lee Afoon, 35, said he was fishing about five miles off King?s Wharf, San Fernando, on Wednesday night when he noticed a thick film of oil on the surface.?He scooped up the oil with a container but the spillage stretched over a half-mile radius.

Chairman of the San Fernando Fishing Co-operative Salim Gool said it was unlikely the Cap-de-Ville spillage had travelled upwind.?He explained the winds were blowing easterly so it was not possible that the crude would spread northwards. Gool said he did not know where the oil originated.

?This has a major impact on fishermen?s lives because the oil keeps away the fish. There is also another repercussion because when they use chemicals to dilute the oil, the remnants of the oil sink to the seabed and this affects the breeding grounds,? Gool said.?

He added that drilling operations had started in La Brea and there was no collaboration with the fisherfolk.?Petrotrin?s corporate communications manager Gillian Friday, was unavailable for comment yesterday but an official in her department said investigations would be done to determine if there were any leaks in Petrotrin?s facilities.

Sony Formally Announces PlayStation 4, Proclaims the Most ...

Sony Computer Entertainment Inc. on Wednesday formally introduced its next-generation PlayStation 4 video game console. As expected, the fourth-generation system will hit the market later this year to lead the PlayStation into its third decade. The new console promises to reimagine the video games with a set of new technologies, features and gaming network never-before-seen by the industry.

?Our vision for the future is consumer-centric, developer-inspired, and characterized by an unwavering commitment to phenomenal play experiences. Today we are revealing the genesis of an expanding ?idea? about the future of play ? an idea with enough potential to satisfy the insatiable appetites of our creative community of developers and gamers,? said Andrew House, president and group CEO of Sony Computer Entertainment.

Early during the presentation Sony confirmed general technical specifications that have been discussed recently (it appears that almost everything about the PlayStation 4 technology has been leaked well-ahead of the formal introduction). The new console is based on AMD Fusion system-on-chip with multi-core x86 microprocessor (eight-core AMD Jaguar), PC-derivative graphics processing unit (custom AMD Radeon HD core with unified array of 18 AMD GCN-like compute units [1152 stream processors], which collectively generate 1.84TFLOPS of computer power that can freely be applied to graphics, simulation tasks, or some mixture of the two), various special-purpose hardware blocks?as well as multi-channel memory controller.

The PS4 will come with 8GB of unified GDDR5 memory sub-system (with 176GB/s bandwidth) for both CPU and GPU as well as large-capacity hard disk drive. Sony PS4 will be equipped with Blu-ray disc drive capable of reading BDs at 6x and DVDs at 8x speeds, USB 3.0 connectivity in addition to a proprietary aux port, Gigabit Ethernet port, 802.11b/g/n Wi-Fi, Bluetooth 2.1 EDR wireless technology as well as HDMI, optical and analog outputs. The new system will also utilize new DualShock 4 game controller with integrated touchpad as well as better motion sensing thanks to new tracking cameras.

Due to to considerably improved graphics and processing horsepower of the PlayStation 4, game developers will be able to design titles with dramatically improved graphics that will get a huge step closer to photorealistic graphics seen in movies. Numerous creators at the event show said they are extremely enthusiastic about the future of the PlayStation platform. Tens of game designers from all around the world, including big names like 2K, Activision, Blizzard(!), Capcom, Electronic Arts, Konami, Sega, Square Enix, and Ubisoft will support the PlayStation 4 with their titles, loads of which will be available in the launch window (November ?13 ? March ?14).

As expected, the forthcoming PlayStation 4 will be tightly integrated with Gaikai cloud gaming services. Since the PS4 will not have native compatibility with the previous-generation PlayStation games, it will use cloud technologies to stream those titles to the new console. The system will also sport improved cross-platform game-play capabilities that will allow PS Vita and PS4 to better work together. For example, the PlayStation 4 will support remote play on PlayStation Vita out-of-the-box.

At the ?See the Future? event Sony also announced plans to stream video games originally developed for PlayStation, PlayStation 2, PlayStation 3 and PlayStation mobile consoles to different devices using PlayStation Cloud services powered by Gaikai. Sony?s vision it to enable PlayStation games on PCs, tablets and smartphones.

Sony also showcased the first titles that will be developed for the PlayStation 4 and its advanced hardware and networking capabilities. The Killzone: Shadow Fall and DriveClub games look like advanced PC titles that exist today; although some compromises in terms of graphics are visible, the geometry models and lighting look extremely realistic. New games by Square Enix and Ubisoft for the PlayStation 4 will sport very rich and big interactive worlds in addition to just realistic graphics, something that will make the next generation of games different from the existing titles.?

if every report checks out to be true about the ps4 then it's going to be a power house of a gaming system and end up blowing away the competition. Sony has done a much better job at rep their ps4 capabilities so far then Microsoft has with the 720 and if the reports of the hardware in the ps4 are true then the ps4 is going to have a much more powerful gpu then the 720 will have, which will make those of us that are intuned to graphics with our gameplay a lot more interested in the ps4 then the 720.

The initial rumors were all that the ps4 would have bulldozer, instead they both have jaguar, and the graphics will be determined significantly by the thermal and power envelope each chip is allowed.

Initial articles claiming the ps4 was higher powered then the future xbox were based on the belief that the ps4 would be based on bulldozer, which is a more powerfull cpu then jaguar. Both will infact be based on jaguar most likely. I have not said anything against the cpu choice of either console, all I have said is that there is a lot less evidence that the PS4 will be significantly more powerfull then the future xbox, since they both appear to use the same cpu, and graphics will most likely be limited more by thermal and power concerns then the architecture / layout chosen.

it's a custom 8 core jaguar cpu. bulldozer cpu's have a high tdp rating. So even though it won't be as powerful as an fx 8350 in terms of multi-threading performance it will be a decent cpu for consoles. As for the gpu that's where the xbox 720 and ps4 will seeprate themselves.the ps4's gpu will be 1.84TFLOPS the xbox 720 gpu will be 768GFLOPS.

There is tight control over the details on the next gen console market. Its the reason why there were varying degrees of rumors. From that alone it should have been obvious not to set expectations as all the rumors are so different.

@Cashkennedy - Please excuse me but after reading your post beginning thread number 2, it seemed you were having a thinly veiled swipe at AMD's top and newest technology that Sony has selected. But certainly, what I would like to convey is that everything is being done to a price at the moment. We are not in the excesses of 1986 or 2006. Design choice will come down essentially to parts cost vs reasonable performance, not how out-rightly kickass it is. In that regard Nintendo, Sony, and MS can all be defended. Am I pro AMD? Unashamedly and on principle. Nevertheless, I try to balance my views. In the end I want the truth to prevail. I certainly don't want a situation like the Emperor's New Clothes. AMD deserves and needs timely criticism when they stuff up. My bugbears are their crap marketing (poor name choices and fragmented products) and poor execution. In regards to this console, it looks like it has the goods. It needs to run as cool as possible as people normally place them inside poorly ventilated cabinets on which TV's sit.

Sony said it so it's official. Maybe the post was prelaunch but what the gaming community is waiting now is what does Microsoft has to answer to this machine. I guess (and has been reported) the new xbox will be very similar with also a Jaguar CPU on it and very similar graphic card. Consoles are about content. No matter what PC you have, you will not be able to play an Uncharted or God of War on any other thing than a Sony machine.

Those games were most likely made on high end pc's using SDK from Sony! There is no reason why those games wouldn't run on way better hardware, It's just that they like to have "exclusive content" to sell that console.
In other words marketing bullshit!

It's childish because your post drips with sarcasm and I reckon you don't work inside the industry and therefore don't know how and why these design decisions were made based on factors like price, contracts, chip fabrication production, engineering integration, software gaming IDE's, etc. If you do know, please write an article for Xbit to enlighten us. Until then, stop taking cheap shots. There is nothing wrong with the technology being employed inside PS4.

I'm surprised to see no techies bring up the fact that this an an AMD design. It's not exactly a true 8 core CPU, just 8 integer schedulers (2 int. schedulers x 4 cores) . Even with it being a customized chip for Sony, it doesn't make sense that AMD would have another architecture different from what they've been doing for the past 2 years. Not that it' a big deal, just we should be aware. In the end, i'm disappointed with the specs. 360/ps3 nearly matched 2005 high-end PC specs. At the very least it will allow all developers to utilize DX11 (sry DX10 no love for you) and thus while we'll still be dealing with console ports, at least it will be simpler for developer to spice up there games for PC. If you were in 2005 and saw what the console could pull off today.......

Nope, I can tell you now, think of it as two Kabinis on the same die, only customized in a grouping that is customer specific. We are taking real 8 Jaguar cores not marketing spin of X x Y = z logic units.

You might be mixing things up with the bulldozer family of chips that share functional units apart from integer blocks.

Im wondering how the hell the Jaguar cpu's are going to talk to DDR5 memory since no AMD CPU has anything other than a DDR2/DDR3 memory controller. Perhaps theyre pumping data through the GPU over HyperTransport and then to RAM.

In any event, shared fast memory between CPU and GPU is the next big step in compute hardware. Right now the lag to trasfer data from ram to vram kills nearly all benefits of GPGPU programming.

there is a difference between ddr and GDDR, GDDR5 is based on DDR3 but is optimised for bandwidth and is much wider. so these APU chips will contain a GDDR controller for bout the GPU and CPU.

They have a GDDR5 PHY on die.

The unification is also part of Unified Memory for CPU and GPU by 2013 initiative as part of HSA announced in early 2012.
